The Ministry of Justice of Turkmenistan has approved new fees for notary services. The corresponding order by Justice Minister M. Taganov, dated August 28, 2025, was registered on November 6 of this year.
The document establishes fees for the services of state notaries and authorized officials of local representative bodies (gengeshes). The cost of services is determined as a percentage of the base value used to calculate salaries in accordance with national legislation.
Key notary services include: certification of various types of contracts, issuance of certificates of inheritance, certification of document copies and signatures, document translation, issuance of writs of execution, and provision of legal consultations. Fees range from 4% to 40% of the base rate, depending on the type of action.
The order also approved payment collection procedures, according to which payment is made upon filing an application with a notary office. Cashless payments through banking institutions, payment terminals, and bank cards are also permitted.
The document establishes categories of citizens and organizations exempt from payment: war veterans, disabled persons of all groups, minors without parental care, budgetary institutions, law enforcement agencies in the performance of official duties, and other categories stipulated by law.
The new order supersedes a similar document issued in 2016 and takes effect upon state registration. A full list of services and prices can be found at the link.
