Within the framework of the project "Sustainable Cities in Turkmenistan: Integrated Green Urban Development in Ashgabat and Avaza” implemented by the UNDP jointly with the Ministry of Environmental Protection of Turkmenistan, a National Working Meeting was held on 19 March 2025. The meeting focused on climate reporting within the country's obligations under the UN Framework Convention on Climate Change (UNFCCC) and the Paris Climate Agreement. Representatives from various government agencies and international organizations participated in the meeting.
The UNFCCC and the Paris Agreement establish a global framework for reporting on climate actions, based on the National Communications under the UNFCCC and the Nationally Determined Contributions (NDCs) under the Paris Agreement. Transparency in reporting is a key principle of the UNFCCC, ensuring accountability, mutual trust, and informed decision-making among the Parties to the Convention.
The purpose of this Working Meeting was to review the First Biennial Update Report (BUR1) and the First Biennial Transparency Report (BTR1), both of which were developed with support from UNDP and the United Nations Environment Programme (UNEP), in close collaboration with relevant government agencies. The meeting also focused on the finalization of Turkmenistan's Fourth National Communication (NC4) on Climate Change for submission to the UNFCCC.
One of the significant outcomes of the meeting was the initiation of the process to update the Nationally Determined Contribution (NDC 3.0) and the discussion of other key aspects related to Turkmenistan's implementation of the UNFCCC and the Paris Climate Agreement.

Turkmenistan approved its most recent Nationally Determined Contributions (NDC) on 12 May 2022 and then submitted it to the Secretariat of the UNFCCC, in line with the commitments under the Paris Agreement on Climate Change and the recommendations of Article 4.4 of the Agreement. The current NDC as the strategic document in the field of climate change was developed and is currently being implemented in close cooperation with UNDP in Turkmenistan.
