The new center of Ahal will be the first “smart” city in Turkmenistan

The first smart city will appear in Turkmenistan - a “smart” city, the most convenient for people's lives. It will be created on the site of a new administrative center under construction in the Ahal velayat. This was stated by President Gurbanguly Berdimuhamedov, having visited the site of its construction on Tuesday.

The new administrative center of the Ahal velayat is being built in a picturesque place in the foothills of the Kopetdag, and in order to preserve this natural beauty, “green” technologies should be widely used, the head of state noted.

President Gurbanguly Berdimuhamedov stressed that the key principle here will be the self-sufficiency of the organization of urban space based on intelligent systems in order to provide the population with all opportunities for a comfortable life, fruitful work and study, good rest, sports, creativity.

“Thus, it will be a smart city – a “smart” city, most convenient for people's lives,” Berdimuhamedov said.

According to the State News Agency of Turkmenistan, the area allocated for the construction of the new administrative center of the Ahal velayat has been thoroughly studied by scientists, including its ecological state, seismicity and other relevant indicators. The construction of objects for various purposes is carried out at a high rate.

The projects of new buildings in the social sphere were presented to the attention of the head of state - primary and secondary vocational schools, special and children's art schools, a health home, a secondary school for 720 seats, a kindergarten for 320 seats, a multidisciplinary sports complex, a stadium for 10 thousand seats, a water complex, park and leisure areas.

Draft designs of objects related to agricultural, financial, economic, industrial and communication complexes, offices of the velayat branches of the State Commercial Banks “Turkmenistan” and “Dayhanbank”, the velayat administration of the Central Bank, a hotel were demonstrated here.

In accordance with the General Plan, the State Circus, the International Higher School of Horse Breeding and the Research and Production Center of this profile, a shopping and entertainment center, an administrative center of the velayat health department, a multidisciplinary hospital for 360 beds, oncology medical center for 150 beds, security maternal and child health medical centre for 150 beds, ambulance.

Projects of 7-storey 28-apartment, 56-apartment and 42-apartment, 9-storey 54-apartment, 5-storey 30-apartment and 40-apartment residential buildings were presented to the head of state for consideration. Velayat children's health and rehabilitation center will also be built here.

Along with this, within the framework of the presentation, projects of ground crossings, sketches of lighting devices, various decorative elements related to the road and transport infrastructure, as well as administrative buildings of the velayat hyakimlik, public organizations, cultural facilities, as well as the Ruhyet Palace for 3 thousand seats were demonstrated.

The erected buildings of the library and the velayat archive will be equipped with modern technologies and a digital system. Drama theater of the velayat, a museum, as well as a monument “Ahal”, which will be installed on the territory of the new center, and a flagpole for the State flag will create a single ensemble.

Having familiarized himself with the projects in detail, President Gurbanguly Berdimuhamedov emphasized that an imperative requirement for contractors and customers of facilities is to ensure high quality of construction and its completion as scheduled. Speaking about this, the head of state instructed to keep the work carried out in this direction under constant control.

“When building, and finishing objects, it is necessary to use high-quality materials, selected from the point of view of durability and practicality, taking into account the climatic conditions of our country, environmental and aesthetic factors. The best achievements in the field of architecture and design must be embodied in the appearance of buildings and structures, their interior design, in an organic combination with the traditions of national architecture and decor. This gives the objects being built in our country originality and special flavor,” Berdimuhamedov said.

Summing up the results of the workshop, the head of state stressed that the new administrative center of the Ahal velayat should be an example in terms of both urban culture and ecology.

The President of Turkmenistan noted that here, as elsewhere, attention should be paid to the implementation of the concept of a “smart” city, to establish the movement of environmentally friendly transport, to keep in sight issues related to the use of solar panels and wind generators, modernization of the lighting network.

Noting the importance of maintaining cleanliness in cities and towns, the head of state expressed the idea of installing, as part of the implementation of the concept of a “smart” city, “smart” waste bins, which, thanks to their technical equipment, are able to inform the appropriate service about their filling. In this context, the Turkmen leader emphasizes attention is drawn to the issue of managing this system using digital technologies.

Considering the fact that the issue of waste collection and disposal is currently one of the most acute in the world, based on world experience, it is necessary to attach importance to the creation of specialized processing enterprises.

“This will contribute to the well-being of the city and the solution of environmental issues,” the head of state said and gave a number of specific instructions to the relevant leaders.

Summarizing the above, the President of the country noted that all this will serve the formation of a multi-level urban life support system, the active implementation of digital technologies in all city services.

“Turkmenistan, having embarked on the path of progressive transformations, is also aimed at implementing the concept of smart cities,” Berdimuhamedov said, noting that in this context, the new administrative center of the Ahal velayat should become a role model, both in terms of a new urban culture and from the point of view of ecology.

Noting that currently more than 15 thousand specialists are working on the construction of the new administrative center of the Ahal velayat, the President of Turkmenistan expressed the opinion that their experience can be used in the construction of Ashgabat City.
