The President of Turkmenistan held a meeting of the Cabinet of Ministers

Topical issues of state life, as well as draft documents were discussed at a meeting of the Cabinet of Ministers, which was held by President Gurbanguly Berdimuhamedov via video link.

The first floor was given to Deputy Chairman of the Cabinet of Ministers G. Mushshikov, who reported on the steps taken to widely use the potential of the private sector in all sectors of the economy, provide state support to entrepreneurship, and promote the development of small and medium-sized businesses.

It was reported that in order to fulfill the order given by the President of Turkmenistan during the Cabinet of Ministers meeting on October 16 this year on the privatization of state property objects by direct (targeted) sale, a draft of the relevant Resolution has been prepared.

According to the document, it is proposed to privatize multi-level Parking lots built and commissioned by the hyakimlik of the city of Ashgabat, and the poultry complex of the Ministry of agriculture and environmental protection. The attached list of objects was reviewed in accordance with the established procedure at a meeting of the centralized interdepartmental Commission under the Ministry of Finance and economy.

After approving and signing the Resolution, the President sent it to the Deputy Prime Minister for the electronic document management system. Relevant instructions on the timely implementation of the document were addressed to Deputy Prime Ministers Sh. Durdylyev and E. Orazgeldiyev.

Then Deputy Prime Minister G. Mushshikov also presented a report on the measures being implemented to develop insurance activities, provide citizens and legal entities with high-quality insurance services, as well as to improve the relevant regulations.

As reported, according to the relevant Decree of the President of Turkmenistan dated March 31, 2010 "on mandatory state personal insurance of military personnel and persons liable for military service, ordinary and commanding personnel of internal Affairs bodies", work has been organized in this direction.

In connection with the adoption of the law of Turkmenistan "on the legal status of military personnel" in 2017, a new version of the Procedure for mandatory state personal insurance of military personnel, citizens called up for military training, employees of internal Affairs bodies and insurance payments has been developed.

The draft document was prepared in accordance with the requirements of the new legislation. It simplifies the procedure for processing documents for the payment of insurance amounts for mandatory state insurance, specifies the conditions for determining insurance cases, methods of payment for them, and increases their size.

Focusing on the importance of compulsory state insurance for military personnel, the President gave Deputy Prime Minister G. Mushshikov and Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov the corresponding instructions.

Then Deputy Chairman of the Cabinet of Ministers M. Meredov, reporting to President Gurbanguly Berdimuhamedov on the work carried out in the supervised sphere, reported on the XXV International conference "Oil and gas of Turkmenistan". The specialized forum was organized by the State concerns "Türkmengaz" and "Türkmennebit".

The Deputy Prime Minister also reported on the work to further strengthen the material and technical base of the domestic fuel and energy sector, including its extractive sector. In this regard, it was reported on the measures being implemented to provide the State concern "Türkmengaz" with mobile units for nitrogen production. According to international experience, such installations are used in the development of gas wells and in order to increase their productivity, when performing repair and restoration and other relevant work.

Summing up the report, President Gurbanguly Berdimuhamedov noted that, having huge reserves of hydrocarbon resources, Turkmenistan is implementing an energy strategy aimed at modernizing and diversifying the industry, its consistent integration into the global energy system, and developing effective international cooperation in this area.

Noting that the effective development of the country's richest energy resources is of paramount importance for the successful implementation of sectoral and socio-economic programs, the head of state pointed out the importance of modernizing the infrastructure of the extractive and processing sectors of the fuel and energy sector by introducing the latest technologies and equipping it with advanced equipment, instructing the Deputy Prime Minister to continue systematic work in this direction.

Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev reported on the ongoing preparations for the national gardening campaign.

In accordance with the decree of the President of Turkmenistan dated January 31, 2020, for the current year, ministries, industry departments, hyakimliks of velayats and the city of Ashgabat are ordered to plant 10 million seedlings. This year, it is planned to plant a total of 25 million seedlings.

In this regard, institutions, organizations and administrations of the regions and the capital have prepared proposals for planting another 15 million seedlings of deciduous, coniferous, fruit trees and grapes in the autumn season.

Having reported to President Gurbanguly Berdimuhamedov that the national gardening campaign is scheduled for November 7, the Deputy Prime Minister submitted to the head of state a draft Resolution "on planting seedlings in the country in the autumn season of 2020". The Deputy Prime Minister also reported on the current seasonal agricultural campaigns.

After listening to the report, the Turkmen leader noted that environmental protection, respect for nature, preservation of its beauty and wealth for future generations are a priority of state policy.

In the interests of ensuring environmental well-being, both on a national and global scale, the country is successfully implementing a comprehensive long-term national forest program, which provides for the creation of green belts and woodlands against the background of rapidly developing industrial infrastructure, a wide network of transport communications, dynamically growing cities and new settlements.

Stressing the importance of implementing this ambitious program, which involves almost the entire population of Turkmenistan, the President addressed a number of specific instructions to the Deputy Prime Minister. After signing the Decree, the head of state sent a document on the electronic document management system.

Focusing on the priority tasks of improving the agro-industrial complex, the Turkmen leader ordered to make every effort to carry out agricultural work at the proper level and in accordance with agro-technical requirements, as well as to complete the sowing and cotton harvest within the established time frame. At the same time, instructions were given for the further development of animal husbandry.

Then Deputy Chairman of the Cabinet of Ministers Sh. Durdylyev reported on the state of Affairs in the construction of a number of social and industrial facilities, the commissioning of which is timed to coincide with the upcoming 25th anniversary of Turkmenistan's neutrality, as well as measures for the uninterrupted production of popular building materials in the country.

At the same time, it was reported on the progress of work on the construction of social and industrial facilities based on advanced world technologies, as well as on the development of road transport infrastructure and improvement of Ashgabat.

After hearing the report, the President drew attention to the need to intensify activities in order to increase capacity for the production of construction materials.

Underlining the importance of serious preparations for the upcoming celebrations on the occasion of the 25th anniversary of neutrality, the Turkmen leader emphasized the need for timely completion of construction of facilities, the commissioning of which is timed to the holiday.

In turn, Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on the preparation of an action Plan for the development of the digital economy in Turkmenistan for 2021-2022.

The Deputy Prime Minister reported that the second meeting of the Interdepartmental Commission was held to discuss the implementation of the concept of digital economy development in the country, as well as the decree Of the head of state "on the creation and implementation of an electronic document management system and Internet websites in Turkmenistan".

The head of state presented a draft action Plan for the development of the digital economy for 2021-2022, which includes improving the regulatory framework in this area, modernizing digital education and healthcare, using the "E-Government" system, gradually introducing digital services on the public services portal, as well as defining deadlines for completing the tasks set.

Summing up the report, the head of Turkmenistan Gurbanguly Berdimuhamedov stressed that the modernization of the activities of government bodies, the introduction of the e-Government system will contribute to the successful implementation of the country's socio-economic development Program for 2020-2025 and other programs that provide for the further development of the state and society.

Digitalization is the main trend of global development, it is included in our daily life and professional activities, the President of Turkmenistan said. Against the background of rapid changes, new industries, markets, and management models are emerging. And we attach great importance to ensuring that our country keeps up with the times and technological progress in this area, so it is important to develop the information transmission system and communications infrastructure, the head of state stressed.

President Gurbanguly Berdimuhamedov instructed the Deputy Prime Minister to finalize the action Plan for the development of the digital economy in Turkmenistan for 2021-2022, addressing a number of instructions.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the projects on creation of import-substituting industries. In this regard, the Deputy Prime Minister submitted to the head of state a proposal to build modern greenhouses for growing bananas and citrus fruits in the Kaka etrap of the Akhal velayat and in the Vekilbazar etrap of the Mary velayat.

According to the projects, the greenhouses will be equipped with innovative equipment using modern irrigation methods. Taking into account the existing experience, it is planned to conduct tests on the cultivation of bananas, as well as tangerines, oranges and other citrus crops.

After hearing the report, President Gurbanguly Berdimuhamedov stressed that entrepreneurship makes a significant contribution to expanding import substitution and increasing the country's export potential, developing competitive industries.

In recent years, a lot of work has been done for the dynamic and effective development of small and medium-sized businesses and private initiatives. Favorable legal, economic, financial and social conditions have been created, the head of state stated.

Having approved projects for the construction of import-substituting production facilities for growing bananas and citrus fruits, the head of state stressed that it is necessary to study the demand of foreign markets, mastering the best practices in the field of international trade and promotion of goods, noting that the policy of broad support for medium and small businesses will continue in our country. The Deputy Prime Minister has been given relevant instructions.

Then Deputy Chairman of the Cabinet of Ministers M. Geldyniyazov reported on the state of Affairs in the areas under his supervision, as well as on the work being done to prepare a draft Resolution on approval of the "National program for the development of the health resort system in Turkmenistan for 2021-2025".

The main goal of this Program is to increase the level of sanatorium services provided, health protection and disease prevention, rehabilitation and health promotion, ensuring high quality and accessibility of sanatorium services, as well as to increase the life expectancy of the population.

It is expected that the implementation of the measures provided for by the National program will have a positive impact on improving people's health, will make it possible to modernize the operation of sanatoriums, carefully and efficiently use the natural and recreational potential, and increase the competitiveness of sanatorium services both in the country and in the international market.

After hearing the report, President Gurbanguly Berdimuhamedov approved the proposal. As noted, the unique climate of our country, which is the most important factor in Spa treatment, and a variety of natural landscapes make it possible to turn Turkmenistan with its enormous recreational potential into an international health resort.

In order to improve the quality and expand the range of health and Wellness services provided to the population, the oldest resort areas, which have become world-famous due to their healing properties, have been developed and reconstructed in recent years. Today, they successfully apply effective methods of diagnosis and treatment of various diseases, as well as best practices in medical and Spa practice.

Along with this, the construction of new resort "pearls", which also have rare healing capabilities, continues. Among them is a modern sanatorium being built today in the village of Bagabat of the Ak Bugday etrap of the Akhal velayat.

Focusing on the need for further active development of resort infrastructure, the President instructed the Vice Premier to supervise the work of health centers and services, training of highly qualified specialists.

Deputy Chairman of the Cabinet of Ministers, Minister of foreign Affairs R. Meredov, reporting on the activities of the Ministry of foreign Affairs, reported on the steps taken to develop international cooperation of Turkmenistan in the field of sports.

It was noted that strengthening fruitful cooperation in this area is one of the priority vectors of our country's foreign policy. In order to effectively implement the sports policy of President Gurbanguly Berdimuhamedov, relevant proposals have been prepared for international sports partnership, including the expansion of the relevant legal framework.

Currently, our country is a party to two multilateral documents in this field: The Nairobi Treaty on the protection of the Olympic symbol and the International Convention against doping in sport. At the same time, Turkmenistan has signed documents with 19 States on cooperation in sports.

In this regard, proposals were made to join the European Convention (adopted in 2014 in Maglingen, Switzerland), as well as to prepare draft Memoranda of cooperation with the International Sambo and tennis federations, the National Olympic Committee of the people's Republic of China, the Sports and Olympic Committee of the Republic of Korea, and sign them in the near future.

Turkmenistan's comprehensive participation in the work of international sports organizations is also considered appropriate. At the moment, our country is a member of 7 such structures, 48 international federations for various sports, as well as the UNESCO intergovernmental Committee on physical culture and sport. In terms of building up this partnership, it is proposed to start work on Turkmenistan's joining the International Federation of sports medicine (FIMS).

It is proposed that the seventh International conference of Ministers responsible for physical culture and sport (MINEPS VII), as well as the session of the International Olympic Committee (IOC) and the General Assembly of the Olympic Council of Asia (OCA) will be held in Turkmenistan in the coming years under the patronage of UNESCO.

At the same time, it seems appropriate, based on the Olympic Charter and the OCA documents, to take steps to improve the Charter and activities of the national Olympic Committee of Turkmenistan.

After hearing the report, the President of Turkmenistan noted that, having identified the development of mass physical culture and sports movement and high-performance sports as one of the priorities of state policy, our country also takes an initiative position in strengthening fruitful international cooperation in this area.

To this end, the President said, Turkmenistan supports and consistently expands cooperation with the International Olympic Committee, the Olympic Council of Asia and other authoritative structures, and makes constructive proposals to stimulate and activate partnership in the field of sports.

President Gurbanguly Berdimuhamedov approved the submitted proposals and instructed the Deputy Prime Minister and head of the foreign Ministry to continue working in this direction, also designed to strengthen the status of independent neutral Turkmenistan as a sports power.

During the meeting, Deputy Chairman of the Cabinet of Ministers M. Mammedova reported on the preparation for the presentation of videos showing the performance by singers and choreographic groups of Turkic-speaking States of the Turkmen national art of singing and dancing "kushtdepdi", included in the representative list of intangible cultural heritage of UNESCO.

This event is held as part of the celebrations dedicated to the 25th anniversary of the country's neutrality. It is planned that the Secretary General of the International organization of Turkic culture (TURKSOY) will take part in the celebration, which will be held in the Palace of Mukams of the State cultural center, via video link.

After hearing the report, President Gurbanguly Berdimuhamedov stressed that it is necessary to continue working to widely promote the world's rich national historical and cultural heritage, a bright and unique example of which is “kushtdepdi”.

Having ordered to hold the planned celebration, designed to enrich cultural contacts of Turkmenistan with fraternal States, at a high organizational level, the President of the country gave specific instructions to the Deputy Prime Minister.

Then the Chairman of the Mejlis G. Mammedova informed about the ongoing work to improve the national legislation and implement the decisions taken at the meeting of the Halk Maslahaty.

Turkmen parliamentarians together with representative population Fund and UN Children's Fund, UN resident coordinator in our country took part in meetings devoted to the preparation of a draft National action plan on gender equality of Turkmenistan for the years 2021-2025, improve the system of social protection of the population.

The President stressed that the improvement of the legislative and legal framework is an integral factor of the country's progressive progress at the present stage. Focusing on the issues of strengthening international cooperation and inter-parliamentary interaction, the head of Turkmenistan noted that this area is an important component of the interstate dialogue.

It is necessary to attach special importance to the exchange of experience in the field of law-making, organize events to familiarize the international community with the history and achievements of Turkmenistan in the development of a democratic state governed by the rule of law.
