Turkmenistan's parliamentarians adopted new laws for the first time via video link

Today, the Mejlis of Turkmenistan adopted a number of new laws at its tenth session of the sixth convocation, which was held for the first time in the digital video mode.

Heads of some ministries and departments and representatives of the mass media were invited to participate in the meeting.

First, the draft law of Turkmenistan "on the prevention of offenses" was presented for discussion by the parliamentarians.it defines the legal and organizational basis of the system of prevention of offenses and establishes the General rules of its functioning, principles, main directions, types of prevention of offenses and forms of preventive impact.

When discussing the draft law, speakers stressed the importance of strengthening the rule of law in society in every possible way, and timely adoption of social, legal, organizational and informational measures aimed at identifying and eliminating the causes and conditions that contribute to the Commission of offenses.

It was noted the need for close cooperation in this area of law enforcement and other state bodies and public associations, as well as legal education of the population education of youth based on moral values, traditionally venerated by the Turkmen people, wide use of achievements of science and modern technology to monitor the condition of law and order and safe streets, objects of transport infrastructure, other public places.

Turning to the consideration of the draft Law "on physical culture and sports", the participants emphasized that the issues of stimulating and developing mass sports and recreation movement and high-performance sports are raised to the rank of priorities of the state policy of Turkmenistan.

The material and technical base of the sports sphere is being steadily strengthened. dozens of sports facilities – stadiums, racetracks, and fitness complexes that meet international standards-have been put into operation in the capital and regions. Relevant events are regularly held in the country, including National sports competitions, international competitions in various sports, and such remarkable traditions as mass bike rides and climbing the health Path are laid down, in which thousands of Turkmen people take part.

The new Law, which defines the basic principles, regulates social relations and establishes the legal, organizational, economic and social basis for activities in the field of physical culture and sports in Turkmenistan, is also aimed at the formation of a healthy lifestyle of citizens.

Then the draft Law "on international humanitarian assistance in emergency situations" was submitted for discussion. It was noted that all measures are being taken in our country to reduce the occurrence of natural disaster risks and to prevent them in a timely manner. In order to build the capacity of relevant state institutions and structures, a close partnership has been established with UN specialized agencies in this area.

In accordance with the priorities of the foreign policy strategy, Turkmenistan fully contributes to the expansion of global humanitarian cooperation, including within the framework of the UN development Program, the Office of the UN high Commissioner for refugees, the International Federation of red cross and red Crescent societies, the world health organization, the UN world food program and other international structures.

In this context, the importance of the new law, which establishes the legal, organizational and economic basis for international humanitarian assistance in emergency situations, was emphasized. The adoption of this document, the participants noted, is intended to promote effective and prompt interaction with international organizations, including by allowing international personnel, goods, supplies, equipment and vehicles to cross the state border of Turkmenistan in a simplified and accelerated manner.

The Mejlis also heard a report of the Authorized representative for human rights in Turkmenistan – the Ombudsman, which highlighted the main directions of President Gurbanguly Berdimuhamedov's policy on ensuring and observing economic, social, cultural, political rights and freedoms of citizens, as well as analyzed the results of the work carried out in this area.

The deputies also considered draft Laws "On amendments to the Criminal procedure code of Turkmenistan", "On amendments to the criminal code of Turkmenistan", "On amendments to the Code of Turkmenistan about administrative offenses", "On amendments and additions to the Air code of Turkmenistan", "On introducing amendments and addenda to the Law of Turkmenistan "On public associations", "On amendments and additions to the Law of Turkmenistan "On the State border of Turkmenistan", "On amendments to some legislative acts of Turkmenistan», "On amendments to the Law of Turkmenistan "On approval and introduction of the Budget code of Turkmenistan", "On introducing additions and changes into the Law of Turkmenistan "On insurance", "On introducing amendments and addenda to the Law of Turkmenistan "On certification", "On introducing additions and amendments to the Tax code of Turkmenistan", "On introducing additions and amendments to the Law of Turkmenistan "On denationalization and privatization of state property", "On amendments and additions to the Law of Turkmenistan "On state pension insurance», "On amendments to the Labor code of Turkmenistan", "On amendments to the Law of Turkmenistan "About health protection of citizens", "On amendments to the Law of Turkmenistan "On education", "On amendments to some legislative acts of Turkmenistan", "On introducing additions and changes into the Law of Turkmenistan "About veterinary case", "About introduction of additions and amendments to the Law of Turkmenistan "On migration".

In addition, the meeting considered draft Resolutions of the Mejlis of Turkmenistan "on ratification of the amendment to the Montreal Protocol on substances that Deplete the ozone layer", "on accession to the Agreement on the protection of Afro-Eurasian migratory water birds", "on accession to the Convention on the conservation of migratory species of wild animals", "on ratification of the Protocol on environmental impact assessment in a transboundary context to the framework Convention for the protection of the marine environment of the Caspian sea", " on ratification of the European agreement on international highways”, "On ratification of the European agreement on main international railway lines", "On ratification of the European agreement on important international combined transport lines and related installations", "On ratification of the European agreement supplementing the Convention on road traffic, 1968", "On ratification of the European agreement supplementing the Convention on road signs and signals, 1968", "On ratification of the Protocol on road markings to the European agreement supplementing the Convention on road signs and signals, 1968”, "On accession to the Marrakesh Treaty to facilitate access to published works for the blind, visually impaired or otherwise visually impaired", "on accession to the International Convention for the protection of performers, producers of phonograms and broadcasting organizations".
