The issues of implementing large-scale transformation programs, conducting seasonal agricultural work, and preparing for commissioning facilities in honor of the 25th anniversary of Turkmenistan's neutrality were discussed at a workshop held today by President Gurbanguly Berdimuhamedov via digital video link.
First, the Head of the State has called Hyakim of Ashgabat Ya. Gylyjov who reported on the situation in the capital, measures taken of the development of the city. It was also reported on the construction of big facilities.
Having listened to the report, Turkmen leader stated law rates of works in Ashgabat. Having highlighted the importance of responsible approach to solution of objective of further development of the capital, the President of the country addressed the hyakim with specific assignments, which includes support of cleanness in the city, strict provision of uninterrupted operation of municipal services.
The Head of Turkmenistan has noted that it is necessary to take into account all social and living, engineering and technical, transportation, communication and ecological aspects while implementing planned reforms.
At the same time, the attention of the head of the capital’s administration has been focused on preparation to coming winter season, in which regard it is necessary to bring heating systems of schools, kindergartens, accommodation buildings into proper operation conditions and to maintain these systems if it is necessary.
The hyakim has been also instructed to hold quality and time execution of works at new construction sites in Ashgabat, especially those which opening is planned on the 25th anniversary of neutrality of Turkmenistan, and provision of compliance of fire safety standards under strict control.
Further, President Gurbanguly Berdimuhamedov has called Head of Ahal Region Ya. Gurbanov who reported on the situation in the region, preparation to cotton harvest campaign and sowing of winter crops. It was also reported on construction of number of important facilities, measures for modernization of social and living infrastructure on sites, provision of readiness of engineering networks to heating season.
Having listened to the report and speaking of the cotton harvest, the Head of the State highlighted the importance of compliance with agricultural technical standards during works in the cotton fields. At the same time, it was noted that quality fulfilment of sowing of winter crops as per the schedule and further proper care of the plants are the guarantee of receiving good yield next year.
In this regard, the President has given instructions for organized preparation of agricultural equipment including harvesters, seeders, vehicles as well as reception facilities and cotton gins to coming important agricultural campaigns.
The President has requested to provide coordinated activity of relative structures, making of all conditions for highly productive work and comprehensive rest of farmers.
Having focused on the main directions of development of agricultural complex, the Head of Turkmen state addressed specific instructions for sowing of winter potato, vegetables and other agricultural crops and proper care of the plants.
Having focused on objectives of steadfast improvement of social and living conditions of the population, the President also ordered to enforce control of works at the construction facilities in the region, which have to be commissioned as per schedule and to meet modern standards by all parameters.
The Head of the State has ordered the Head of regional administration to provide high organizational level of preparation to new heating system, take measures for inspection of condition of relevant engineering systems, hold compliance with fire safety regulations under control.
Continuing the session, the Head of the State called Head of Balkan Region T. Atahalliyev who reported on works in the western region including works in agricultural sector. It was also reported on the situation at construction sites of facilities, which are planned to be commissioned on occasion of the 25th anniversary of permanent neutrality of Turkmenistan.
Summing up the report, the President has ordered to hold coordination of seasonal agricultural works under permanent control, having paid special attention to integrated organization of the cotton harvest campaign and sowing of winter crops.
It is necessary to provide timely ploughing and levelling of fields allocated for wheat, full readiness of specialized equipment to the sowing, to provide farmers with seeding material. It is necessary to approach with full responsibility to solution of organizational issues of coming cotton harvest, to take timely measures for reaping and protection of cotton without any loss, the President highlighted.
Speaking of importance of implementation of the potential of agricultural complex by rational use of lands, increment of volumes of agricultural production, the Head of the State has ordered the hyakim to hold fulfilment of relative assignments under control.
In this context, the focus has been made on cultivation of winter potato, various vegetable crops, sugar beet, and provision of care as per agricultural standards and proper storage of the yield.
Having highlighted the necessity of provision of the population with fresh potato, vegetable crops and other food production all year around, the President addressed the hyakim with number of specific assignments related to responsible approach to construction of cold storages in the region.
Having noted that together with the situation in agricultural complex, it is necessary to pay special attention to social and living issues, President Gurbanguly Berdimuhamedov gave instructions for thorough preparation to winter heating season and timely commissioning of facilities under construction in the region. The importance of permanent control of strict compliance with fire safety standards has been also highlighted.
Further, Hyakim of Dashoguz Region N. Nazarmyradov has reported on works expanded in the region, measures taken for improvement of efficiency of agricultural complex, preparation of the cotton sowing and sowing of winter crops, modernization of social and economic infrastructure.
Summing up the report and addressed the head of regional administration with instructions related to coming cotton harvest campaign, Turkmen leader noted that provision of farmers with agricultural equipment and necessary resources has to be always under control.
It is necessary to inspect the readiness of reception and processing facilities to the campaign, President Gurbanguly Berdimuhamedov said, having also noted that it is necessary to settle payments with the farmers for produced cotton in timely manner.
Coming over to the subject of sowing of winter crops, the Head of the State has noted that future harvest depends on organized campaign taking into account all factors including local soil and climate conditions.
Having given certain instructions for care of cotton and rice fields to the Hyakim, the President highlighted that all relative activities have to be carried out in scheduled time and according to agricultural standards.
It is necessary to take measures for good production of winter potato, vegetables and other agricultural crops in the region and in country in general.
Speaking of importance of reforms aimed at social and economic development of the regions, improvement of level and quality of people’s life, the Head of the State highlighted that it is necessary to hold construction of various facilities in the region under strict control.
The President has requested to hold under control strict compliance with fire safety regulations as well as to activate works for bringing of heating systems of schools, kindergartens and accommodation buildings into proper operational condition, which is one of priority objectives of local municipal services.
Next, the Head of the State has called Hyakim of Dashoguz Region Sh. Amangeldiyev who reported on the measures for further steadfast social and economic development of the region, situation in agricultural sector as well as at facilities under construction, which opening is timed to the 25th anniversary of neutral status of the state.
Having listened to the report and highlighted the importance of objectives of agricultural complex of the region, the Head of the state focused on precise organization of the cotton harvest, making of necessary conditions for farmers. The instructions have also been given on preparation to coming sowing of winter crops.
Having highlighted the subject of rice cultivation, the President noted that fulfilment of compliance with agricultural technical standards is an important condition of fulfillment of planned objectives for production of rice. The
Head of Turkmenistan has also demanded to provide sowing and care of winter potato, vegetable and other agricultural crops in the region. At the same time, it was instructed to hold timely completion of works at construction sites, readiness to heating system and compliance with fire safety regulations under control.
In his turn, Hyakim of Mary Region D. Annaberdiyev reported on the situation in the region, works in agricultural complex and preparation to important agricultural campaigns, measures for development of social and economic infrastructure, rates of construction of various facilities.
President Gurbanguly Berdimuhamedov has instructed to provide coordination of all structural divisions of agricultural complex in order to provide high organizational level of cotton harvest and sowing of winter crops, to use agricultural equipment and transport with maximum efficiency.
It is necessary to use capabilities of the region for increment of volumes of agricultural production, in particular for cultivation of sugar beet, winter potato and other agricultural crops. In this case, innovative approaches, stimulation of producers and introduction of advanced management methods are the main factors, the Head of the State noted, having addressed the Hyakim with certain instructions.
Having focused on the necessity to continue working on modernization of social and economic infrastructure of the region, the President highlighted compliance with planned schedule of construction of facilities, which are planned to be opened on occasion of the 25th anniversary of neutrality of the country.
The Head of Turkmenistan has also noted that it is necessary to provide the readiness of heating systems to winter season, uninterrupted operation of engineering and technical systems, compliance with faire safety regulations.
Summing up what was said above and addressing the participants of the session, Turkmen leader highlighted importance of successful solution of objectives for provision of food abundance in the country. For these purposes, it is necessary to increase volumes of livestock production, to improve forage base of this sphere. Having note that Turkmenistan citizens have to be provided with fresh vegetables all year around, the Head of the State ordered to enforce control of construction of cold stores in the region.
President Gurbanguly Berdimuhamedov has also highlighted that taking into account situation in the world, it is necessary to hold health protection of the population under control and to popularize principles of healthy life style in the society, to explain benefits of regular physical training and sports.
Having pointed out the importance of strict control of the reforms in educational system, the Head of Turkmenistan highlighted that it is necessary to prepare properly to new school year taking into account current circumstances.
