President Gurbanguly Berdimuhamedov held The first working meeting in the coming year with the participation of the Deputy Chairman of the Cabinet of Ministers in charge of the agricultural sector, hyakims of velayats and the capital.
According to the state news Agency of Turkmenistan, the meeting analyzed the situation in the capital and the regions, identified tasks that require priority solutions, and considered organizational issues.
The President was the first to call hyakim Ashgabat Sh. Durdylyev on a direct video link, who reported on the work carried out in the capital.
After hearing the report, the head of state asked about the measures taken to ensure proper heating of residential buildings, schools and kindergartens in the capital, and energy supply.
Emphasis was also placed on the construction of an underground highway and a pedestrian crossing at the intersection of the capitals S. Turkmenbashi and A. Niyazov avenues. As the head of state noted, much attention should be paid to the design of the stele, which will be erected at the roundabout above the tunnel.
Having instructed to announce a tender for the construction of an underground highway and pedestrian crossing, the President stressed that this object should be built in a strictly set time and taking into account the advanced achievements in this area.
Turning to organizational issues, the head of state signed a Decree on the appointment of D. Dzhumayev as Deputy hyakim of the Buzmeyin etrap of the capital and sent it to the hyakim on the electronic document management system.
Focusing on the ongoing transformations in the capital, the President gave a number of instructions for the modernization of the city economy and the development of the digital system.
Then the hyakim of the Akhal velayat, S. Berdimuhamedov, was called to a working meeting on digital video communication, who reported on the work carried out in the region, as well as the measures taken to improve the living standards of the population.
Summing up the report, the President stressed that all work carried out in agricultural and livestock farms must meet the requirements of the time.
In continuation, the head of state emphasized that in the past year, some etraps of the velayat failed to fulfill the tasks for the implementation of the National rural program.
The head of state signed relevant documents on the release of J. Gurbanov from the position of hyakim Geokdepe etrap in connection with transition to other work, and the appointment of H. Charliev hyakim Geokdepe etrap liberation from the post of hyakim Darganata etrap of Lebap province.
For the shortcomings in the work the President dismissed K. Kurtov from the position of hyakim Kaka etrap. Temporary performance of duties of hyakim this region is assigned to deputy hyakim A.Gurbanov.
For the position of hyakim Sarakhs the region the head of state has appointed G. Yazguliev. Deputy hyakim of Sarakhs etrap of Akhal velayat K. Kichiev was released from temporary duties of hyakim of Sarakhs etrap.
After signing the relevant documents, the President of Turkmenistan sent them to the head of the regional administration on the electronic document management system.
The Turkmen leader gave instructions related to the upcoming agricultural work, as well as heating and power supply of residential buildings, schools and kindergartens. Speaking about the state of Affairs on the objects being built in the region, the head of state ordered to keep under strict control the construction of the new administrative center of velayat.
Then the President heard the report of Balkan velayat hyakim J. Gylyjov, who reported on the measures taken to improve living standards of the population and on the state of Affairs in the agricultural lands of the region.
Having heard the report and noting that the results held last year by the heads of several etraps of the velayat not ensured the implementation of objectives outlined in the National rural program, shortcomings in agricultural production, President Gurbanguly Berdimuhamedov announced the decision to release from office.
In this regard, the head of state signed Decrees on the release of B. Annagurbanov from the post of hyakim of Etrek etrap, and the appointment of R. Nuryev to this position. The President relieved S. Amandurdyeva from the position of hyakim etrap Serdar, appointed to the post of M. Bayramgulov. Kh. Gochmyradov was dismissed from the post of hyakim of Serdar city, and Kh.Khodjaev was appointed to this position.

In the continuation, the head of state focused on the state of agricultural land in the region. To the Hyakim of velayat was instructed to ensure a high organizational level of spring sowing and take care of the preparation for the upcoming season of agricultural machinery and land.
Then the working meeting continued with the report of hyakim of Dashoguz velayat N. Nazarmyradov, who reported on the situation in the region.
Summing up the report, the President noted that the priority of the state policy is to ensure the well-being of the people, stressing the need for systematic work in this direction.
In this regard, the head of state noted that in the past year, the leaders of some etraps of the velayat committed violations in the implementation of the tasks set. For the shortcomings made in the work, the President dismissed D. Myradov from the post of hyakim etrap named after Gurbansoltan eje, appointing O. Amanov to this position.
Also from the duties of the etrap hyakim Ruhubelent was released A. Dushemov appointed to this position D. Gujikov.
The head of state signed a Decree on the release of H. Nepesov from the post of Deputy hyakim etrap Gerogly for construction and the appointment of S. Hanmedov to this post.
The head of state also released A. Bayramgeldiev from the duties of Deputy hyakim of Gubadag etrap, appointing L. Akbayev to this position. A corresponding document was signed on the appointment of M. Charyev to the post of Deputy hyakim etrap Saparmurat Turkmenbashi for agriculture.

After hearing the report, the head of state said that despite the successes achieved in 2019, there were some shortcomings that need to be paid special attention to.

After hearing the report, the head of state noted that, despite the successes achieved last year, there were some shortcomings. Turning to organizational issues, President Gurbanguly Berdimuhamedov decided to release A. Allamyradov from the post of hyakim of Mary etrap and to appoint A. Durdyev to this position.
Also allowed in work disadvantages from the position of hyakim Oguzkhan etrap released M. Gandymov, and was appointed Deputy hyakim Turkmengala etrap for the construction of B. Ovezov. The head of state signed the relevant Decrees.

Deputy Prime Minister E. Orazgeldiyev reported on the ongoing seasonal field work in the country. As noted, winter wheat crops are taken care of and fertilized with mineral fertilizers. Plowing and land planning is carried out on the areas allocated for spring sowing. At the same time, agricultural machinery is being prepared for sowing cotton.
Summarizing the report, President Gurbanguly Berdimuhamedov identified among the main tasks of the industry increasing the yield of wheat and cotton, improving the reclamation condition of arable land by providing them with water.
