In Turkmenistan today came into force the law “On the prevention and elimination of emergencies”, which establishes the legal and organizational framework for activities related to the prevention and elimination of emergencies.
The Law defines such concepts as emergency situation (ES), emergency prevention, emergency response, emergency zone, notification of the population.
The Law applies to relations arising in the course of the activities of individuals and legal entities to prevent and eliminate emergencies, as well as to protect the population and territories when they arise.
The objectives of the Law are:
- prevention of the emergence occurrence and development;
- reduction of damage and losses from emergencies;
- liquidation of emergency situations;
- determination of the powers of state authorities, local governments, enterprises, institutions and organizations in the field of emergency prevention and response.
The Law prescribes the principles on the basis of which measures are taken to prevent and eliminate emergencies. It:
- humanity
- priority of human life and health
- publicity
- reliability of information
- taking timely preventive measures to protect against emergencies.
The Law lists protective measures taken in order to reduce the risk of emergencies, and also sets out the powers, functions and obligations of public authorities and local authorities in the elimination of emergencies.
The document defines the procedure for the participation of public associations in the elimination of emergencies, the involvement of the Armed Forces of Turkmenistan, other troops and military bodies for the elimination of emergencies.
The law spelled out the rights and obligations of citizens, as well as the procedure for training the population in the field of prevention and elimination of emergencies. It also provides for aspects of financial support for measures to prevent and eliminate emergencies.
The document establishes the procedure for state expertise and state supervision in the field of emergency prevention and response.
Persons guilty of violating this law shall be held liable in accordance with the procedure established by the legislation of Turkmenistan.
