The President of Turkmenistan announced to the Minister of Finance and Economy Muhammetgeldi Serdarov a severe reprimand "for improper performance of official duties, shortcomings in the work". The head of state signed the corresponding order today during a working meeting, the Vatan news program of the Turkmen television reported.
A severe reprimand was announced “with the last warning about the correction of the shortcomings in the shortest possible time,” the document emphasizes.
Commenting on his decision at the meeting, President Gurbanguly Berdimuhamedov said that despite the instructions given to the Ministry of Finance and Economy at the meetings of the Cabinet of Ministers, the financial condition of ministries and sectoral departments is not thoroughly studied, relevant proposals are not presented. As a result, at the end of last year, the debts to the State Budget increased significantly in comparison with the beginning of the year, despite the fact that the main task of the above-mentioned Ministry is the efficient and timely implementation of the State Budget.
The late translation of calculations, as well as the lack of full control over this process and the inaction of the Ministry, caused large debts to contractors for work performed under the National Rural Program and other programs.
This led to the fact that, starting in 2015, a number of construction projects were abandoned. Therefore, today the amount of intersectoral debts is close to 12 billion manats.
Despite the fact that the relevant Ministry should implement state policy for the development of the private sector of the economy, including small and medium-sized businesses, the number of entrepreneurs involved in these areas, fields and types of their work is not analyzed, and sufficient attention is not paid to those arising problems in this area, President Gurbanguly Berdimuhamedov stated. Therefore, the Union of Industrialists and Entrepreneurs is engaged in the main activity on the development of entrepreneurship, and the Ministry does not show sufficient activity in this matter.
“If these shortcomings are not corrected, then by the end of the six months M. Serdarov will be dismissed from his post,” the leader of the nation said.
Expressing dissatisfaction with the results of the work, the President of Turkmenistan instructed the Minister to take appropriate measures to improve the mechanisms of privatization of state property objects, to systematically analyze the financial and economic state of all sectors of the national economy, as well as the efficiency of using their production capacities.
As the head of state pointed out, special attention should also be paid to such aspects as attracting additional investments to the economy, introducing digital technologies.
