Consultations are being held in Ashgabat on the development of a National human rights plan for 2021-2025

The United Nations development program (UNDP) and the Institute of state, law and democracy of Turkmenistan are conducting a series of technical consultations with The working group of the interdepartmental Commission on ensuring compliance with Turkmenistan's international obligations in the field of human rights and international humanitarian law on the development of a National human rights action plan (NHRAP) in the years 2021-2025. This is reported in the press release of the UNDP.

The consultations are held within the framework of a joint project of the UNDP and the Institute of state, law and democracy "Promoting the implementation of the National human rights action plan for 2016-2020". The project aims to involve the government of Turkmenistan in its responsibilities and ability to comply with its international human rights obligations and implement the recommendations of human rights Treaty bodies, including the recommendations of the Universal periodic review (UPR).

The first consultations to start the process of preparing the second national action plan of Turkmenistan in the field of human rights were held by UNDP together with the Institute of state, law and democracy of Turkmenistan on November 19, 2020.

Participants in the technical consultations assess the priority areas of the new action Plan and road map review for implementing the recommendations of the third cycle of the Universal periodic review (UPR) of Turkmenistan.

Technical consultations on the development of the NHRAP are conducted with the participation of the UNDP international expert on human rights, Mr. George Tugushi. Participants developed a Matrix of the Plan's results and identified new targets and indicators to measure the effectiveness of the implementation of the NHRAP for 2021-2025.

UNDP international human rights expert, Mr. George Tugushi:

"The development and adoption of the new national action plan of Turkmenistan in the field of human rights for 2021-2015 is a very important event and significantly contributes to the implementation of the recommendations of the UN Treaty bodies, the UPR recommendations and other bodies."

Final online consultations on the development of the NHRAP in Turkmenistan for 2021-2025 will continue on November 27, 2020.

The government of Turkmenistan plans to adopt a new national human rights action plan for 2021-2025 in December 2020. It will serve as a factor for the sustainability of democratic reforms and confirm Turkmenistan's recognition of the UN Charter for the promotion of human rights and building a peaceful society, the report says.
