The Agency "Turkmenavtoyollary" developed rules for the organization of social taxi service for people with disabilities.
According to the rules, a social taxi is a service with a reduced fare for transporting people with limited mobility to socially important objects, such as:
- the administrations of the country;
- Ministry of adalat of Turkmenistan and its local branches;
- Ministry of labor and social protection of Turkmenistan and its territorial administrations;
- residential building;
- departments of the pension Fund;
- health care institutions (except in cases of emergency medical care);
- public organizations of disabled people;
- bus stations, train stations and air terminals (on the way to the place of residence, for treatment)
Vehicles of the social taxi service are equipped with special lifting mechanisms, which makes it easier to transport wheelchair users.
The social taxi service can be used by certain categories of people, namely:
- children with disabilities from birth;
- disabled people as a result of General illness (including non-work related injuries), industrial injuries, and occupational diseases;
- disabled military service soldiers, sergeants and officers of internal Affairs agencies disabled as a result of injury, contusion or injury received in the defense of the interests of the state or at execution of other duties (official duties), a disease associated with the fighting, including in other States; at liquidation of consequences of radiation accidents and catastrophes; conscripts, sergeants and officers of the armed forces who became disabled as a result of an accident not related to the performance of military duties, diseases not related to combat operations, including on the territory of other States;
- people who have suffered an industrial injury while performing their work duties, including on business trips, as well as when performing actions aimed at protecting the interests of the enterprise, on the way to work or returning from work, while performing their civil duty.
Social taxis are available on business days from 08.00 to 17.00. Applications can be submitted via public organizations of disabled people or directly by phone during working hours from 08: 00 to 17: 00. Important: you must leave your request for a social taxi service three business days before your planned trip.
Social taxi services are provided on a contractual basis. Payment for services can be made by citizens themselves, their relatives or representatives of public organizations using any payment method.
These rules are developed in accordance with the Laws of Turkmenistan "on road transport", "on road safety", Decree of the President of Turkmenistan dated August 21, 2015 No. 14384 and the Rules for the transportation of passengers and goods by road, in order to implement the action Plan to ensure the full realization of the rights of disabled people in the field of labor and employment for 2017-2020.
