Priority issues of state life and drafts of a number of documents were discussed today at a regular meeting of the Cabinet of Ministers of Turkmenistan, which Was held by President Gurbanguly Berdimuhamedov via digital video link.

Deputy Chairman of the Cabinet of Ministers G. Mushshikov reported on the measures taken to digitalize the national economy in the context of solving the tasks defined by the corresponding Concept. In particular, there was a report on the modernization of branches of the national economic complex, improving the quality of services provided by credit institutions of the country on the basis of modern information and communication technologies.

As reported, currently, in order to expand the range of non-cash payments, the State Bank of foreign economic activity has done some work on the introduction of a new type of card "Milli VISA karty". The Deputy Prime Minister noted that this opens up wide opportunities for further development of the country's banking sector and connecting the national payment system to a modern international network.

Summarizing the report, President Gurbanguly Berdimuhamedov stressed that the stable functioning of this complex is a crucial factor in improving the competitiveness of the domestic economy and its integration into the world economic space. At the same time, the main tasks are to increase the number of banking products and bring them to the international level, as well as to introduce best practices and innovative technologies into the activities of specialized institutions.

In this regard, the head of state ordered to step up work on the introduction of a new type of card "Milli VISA karty" and addressed specific instructions to the Deputy Prime Minister.

Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the state of Affairs in certain sectors of the fuel and energy complex, practical steps taken to further successfully implement The program for the development of the country's oil and gas industry for the period up to 2030.

The head of state was informed about the ongoing work to improve the regulatory framework of the industry, including "the Order of cargo turnover of oil and petroleum products in the seaports of Turkmenistan".

After hearing the report, President Gurbanguly Berdimuhamedov instructed to exercise strict control over the activities of subordinate structures, paying priority attention to the issues of stable increase in production and processing of hydrocarbon resources. Specific instructions were given on the implementation of a number of investment projects and cooperation in this area with foreign partners.

As the head of Turkmenistan stressed, today the Caspian region is rapidly becoming one of the key centers of geopolitical and geo-economic processes, a powerful transport and transit hub of global level is being formed here, including sea, land and air routes, and promising energy routes.

To develop a productive partnership in this area, it is necessary to develop optimal logistics routes in accordance with the transport strategy of Turkmenistan and taking into account the interests of all coastal countries, President Gurbanguly Berdimuhamedov said, noting that specific initiatives in this regard were put forward at the V Summit of heads of Caspian States held in 2018, at which the Convention on the legal status of the Caspian Sea was signed.

The Deputy Prime Minister was instructed to take appropriate measures to ensure efficient logistics, use the capabilities of specialized sea terminals and warehouses, first of all, having a modern infrastructure of the seaport for exporting products of the domestic oil and gas industry.

In turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev reported on the seasonal field work carried out in the regions of the country.

After hearing the report, the President stressed that the basis for success in grain production is systematic work to increase the yield of ear crops, rational use of arable land and water resources, and efficient operation of agricultural machinery.

As it was noted, it is worth noting the hard work of daikhan tenants and machine operators, who have achieved high indicators during the current winter, and widely disseminate their experience.

The head of state ordered to increase the pace of land preparation for the future sowing of winter crops, to ensure high-quality care of cotton and the safety of vegetable products.

Deputy Chairman of the Cabinet of Ministers Sh. Durdylyev reported on the state of Affairs in the areas under his supervision, focusing on the work to further increase the potential of the electric power sector.

As noted, in accordance with the concept of development of the electric power industry in Turkmenistan, comprehensive measures are being taken to strengthen the material and technical base, increase the capacity of the industry, and systematically increase the volume of electricity supplies abroad. Following the instructions of the head of state, a number of large-scale projects are being implemented today.

Summing up the report, the head of state stressed the exceptional importance of the ongoing work to ensure stable supply of electricity to domestic consumers – the local population and numerous industrial and socio-cultural facilities.

The creation of a modern powerful energy network is an integral factor in the country's successful development, the President of Turkmenistan noted, pointing out to the Vice-Premier the need to provide all conditions for increasing the country's electric power potential by modernizing and expanding the relevant infrastructure.

Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on the measures taken to further improve the activities of the domestic communication system, bringing the legal framework of this sphere, and in particular, the postal service, in accordance with the requirements of the time.

In this context, it was reported on the draft list of attachments, which are prohibited to be sent by post outside our country, and the document on its approval, prepared on the basis of the law of Turkmenistan "on communications" and taking into account the proposals of a number of relevant ministries and industry departments.

After hearing the report, President Gurbanguly Berdimuhamedov noted the importance of continuing to modernize the communications sector and actively introduce innovative technologies into the activities of its institutions.

After signing the submitted Resolution, the head of state sent it to the Deputy Prime Minister on the electronic document management system, giving specific instructions to ensure that the level of postal and other relevant services provided to the population meets international standards.

Then Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the situation in the supervised institutions sector.

As it was reported, in accordance with the priority tasks of stimulating the non-state sector of the economy, a list of projects to build up the production infrastructure on the ground has been prepared jointly with the Union of Industrialists and entrepreneurs and the hyakimliks of velayats.

In accordance with this document, during the specified period, it is planned to build a number of industrial facilities, develop new agricultural areas and set up garden plantations, where advanced and water-saving technologies will be used, as well as build modern greenhouses at the expense of the members of the UIET.

The implementation of the planned plans is designed to increase the volume of industrial and agricultural products, create additional production capacities of the processing industry and new jobs, increase commodity abundance in the domestic market, as well as exports.

After hearing the report, the head of state stressed that in the modern era, entrepreneurs are taking more and more solid positions in various production areas of the national economic complex, and their contribution to the stable development of the state is systematically increasing.

The broad involvement of representatives of the private sector in the agro-industrial complex in the future will contribute to ensuring food abundance, rational use of land and water resources, and expanding the range of competitive food products. Noting the importance of the proposed projects, the President instructed the Deputy Prime Minister to continue the work started in this direction.

Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on the holding of the Week of culture-2020 in Dashoguz velayat, as well as on the results of the competition "Türkmeniň Altyn asyry".

Noting the importance of the annual creative event that encourages the development of national culture and art and promotes the identification of new talents, President Gurbanguly Berdimuhamedov ordered to ensure a high organizational level of its final events and hand over the baton of the week of culture to the Lebap velayat, where it will be held on June 22-27 next year.

The head of state also instructed to hold high-level ceremonies on the occasion of awarding the winners of the contest "Türkmeniň Altyn asyry" and awarding honorary titles to cultural figures.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on the work on creating new modern educational complexes.

As noted, comprehensive measures are being implemented aimed at developing and improving the national education system in accordance with the requirements of the time.

After hearing the report, President Gurbanguly Berdimuhamedov instructed the Deputy Prime Minister to keep issues related to the work of specialized educational complexes under constant control.

Education of the younger generation is one of the main tasks facing us, the head of state stressed. Given that it is in childhood that the fundamental qualities of the individual, moral guidelines and values are laid, it is necessary to focus on creating all conditions for the harmonious, comprehensive development of children, starting from the earliest age.

Then the floor for the report was given to the Deputy Chairman of the Cabinet of Ministers, foreign Minister R. Meredov, who reported to President Gurbanguly Berdimuhamedov on the good news received from the UN Headquarters in New York.

Thus, the final joint Statement of the International forum on financing the implementation of the sustainable development Goals, held on the initiative of Turkmenistan and under the patronage of the United Nations on May 28, 2020, was adopted as a document of the 74th session of the United Nations General Assembly. This document is published in the six official languages of the United Nations and distributed to the member countries of the Community of Nations. 

The Deputy Prime Minister and foreign Minister congratulated the head of state on this foreign policy victory and wished the Turkmen leader new outstanding successes in his large-scale activities.

After hearing the report and addressing the participants of the meeting, President Gurbanguly Berdimuhamedov noted that we consider this event as evidence of the growing authority of the country on the world stage, as well as another confirmation of the high efficiency of Turkmenistan's foreign policy, based on the principles of permanent neutrality.

The adoption of this document in the year of the 25th anniversary of the country's neutrality, twice recognized by The United Nations and enshrined in its multilateral instruments, is of particular significance. Speaking about this, the President stressed the high level of strategic partnership between Turkmenistan and the UN.

In continuation of the topic, President Gurbanguly Berdimuhamedov noted that at the initiative of our country, important Resolutions of the UN General Assembly on strengthening global peace, security and sustainable development were developed and adopted in the interests of the world community.

These include Resolutions in the areas of energy security, sustainable transport systems, ecology and sports. Turkmenistan is working to consolidate international efforts and create specific mechanisms for their implementation.

In this regard, the joint Statement adopted on May 28 this year in Ashgabat creates broad opportunities for practical solutions to the current economic, social and humanitarian challenges facing the international community, the head of state stressed.

Congratulating the Turkmen people and all participants of the meeting on this significant foreign policy event, the Turkmen leader confirmed our country's commitment to further strengthening and expanding comprehensive cooperation with the UN.

Summarizing the above, President Gurbanguly Berdimuhamedov instructed the Ministry of foreign Affairs to continue active interaction with specialized institutions and agencies of the United Nations on topical issues on the international agenda.

During the meeting, the head of state signed a number of documents, including a Resolution on the establishment of an Interdepartmental working group to develop a National strategy for the development of renewable energy and approve its composition, as well as a Resolution on the appointment of Ambassador extraordinary and Plenipotentiary of Turkmenistan to the United Arab Emirates S. Garajayev as Permanent representative of our country to the International renewable energy Agency.

The head of state sent these documents to the Deputy Prime Minister, head of the Ministry of foreign Affairs for the electronic document management system.

Chairman of the Mejlis G. Mammedova informed about the activities of the national Parliament to improve the legislative framework of Turkmenistan, legal support for changes.

Currently, a major package of draft laws has been prepared on amendments and additions to existing legislative documents related to the issues of crime prevention, physical education and sports, international humanitarian assistance in emergency situations, etc.

These documents are still being developed in order to improve their effectiveness. At the same time, taking into account the provisions of the Constitution of Turkmenistan and the norms of international law, proposals received from relevant ministries and sectoral departments are considered in detail.

The working group is studying in detail the incoming proposals for improving the Basic Law of the country. The final draft of the constitutional Law "on amendments and additions to the Constitution of Turkmenistan" is also being prepared.

Deputies of the Mejlis, together with representatives of political parties and public associations, and other departments, hold meetings with the General public on the ground. The issues of preparation for the next meeting of the Halk Maslahaty are being coordinated.

Together with the Executive authorities, work is being carried out on the ground and in the mass media to explain the essence and significance of the socio-economic transformations and constitutional reforms being implemented in the country.

After hearing the information, the President stressed that legislative activity is a key tool for implementing large-scale state programs.

Focusing on the preparation of a new version of the Basic Law of Turkmenistan, the head of state noted the expediency of making proposals for reforms in the field of education. The President stressed the importance of studying all incoming proposals and continuing work on preparing the final version of the draft constitutional Law, which will be submitted for consideration at the upcoming meeting of the Halk Maslahaty.

Also, with the participation of deputies, representatives of political parties and public associations, relevant specialists of ministries, industry and scientific departments, meetings should continue to be held with the public on the ground, and the importance of improving the Constitution should be brought to the attention of the people, the head of state stressed.

Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov reported on the work carried out by the law enforcement agencies in the context of implementing priority tasks of military reform, the progress of modernizing the material and technical base and addressing issues of strengthening human resources in accountable structures. 

Summarizing the report, President Gurbanguly Berdimuhamedov stressed that our independent state is committed to the principles of positive neutrality and strictly adheres to the provisions of the defensive Military doctrine.

Then, addressing the participants of the meeting of the Cabinet of Ministers, the head of Turkmenistan focused on the upcoming national holiday tomorrow.

As the President of the country said, there is a deep meaning in the fact that every year on June 27 we simultaneously celebrate the Day of culture and art workers and the day of poetry of Makhtumkuli Fragi. This date represents the relationship of national culture, art, and literature, forming a single whole and increasing the importance of art and poetry in human life. Because culture is the soul of the people, and art is their property, the Turkmen leader stressed.

Concluding the meeting of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov congratulated his compatriots on the Day of workers of culture and art, as well as poetry Makhtumkuli Fragi and wished everyone good health, family well-being and great success, the state news Agency of Turkmenistan reports.
