Topical issues of state life and drafts of a number of documents were considered at a meeting of the Cabinet of Ministers of Turkmenistan, which Was held by President Gurbanguly Berdimuhamedov via videoconference.

The head of state arrived at the Government building from the Oguzhan Palace complex on a Bicycle, the state news Agency of Turkmenistan reports.

Prefacing the business part of the Cabinet meeting, President Gurbanguly Berdimuhamedov recalled that on June 1, Turkmenistan will widely celebrate the international children's day. The happy life of our children is the key to a bright future for the country. Providing all the opportunities for them to receive modern education, educating them in the spirit of patriotism and humanism is a strong guarantee of prosperity, the Turkmen leader stressed.

The head of state was the first to call the Deputy Chairman of the Cabinet of Ministers G. Mushshikov, who reported on bringing the regulatory legal acts on licensing in line with the requirements of the time.

Ministries and industry agencies have analyzed the rules, regulations and lists in force in this area, and revised the amount of state duties. As a result of the complex work, a package of necessary documents and a draft of the relevant Decree have been prepared.

After hearing the report, President Gurbanguly Berdimuhamedov noted the importance of improving licensing processes, which is justified by the need for comprehensive development of economic relations in modern conditions.

Having signed and sent the decree "On improving the organization of licensing activities in Turkmenistan" to the Vice-Premier on the electronic document management system, the head of state ordered to control the proper implementation of the designated tasks.

During the meeting, the Deputy Prime Minister reported on the measures taken to further develop insurance activities. In particular, it was reported that in order to streamline the work carried out in this area, as well as expand the list of services provided in this area, a draft of a new version of the Rules of mandatory state insurance for passengers of all types of transport and transport complex employees was developed.

In the document, the terms and requirements are brought into line with the changes and additions made in recent years to the Laws of Turkmenistan "On insurance", "On road transport", "Railway transport", the Air Code and the code of merchant shipping.

According to the results of this work, it is planned to prepare a draft Resolution on state individual mandatory insurance for passengers of all types of transport, crew members of air, sea, river, road transport and railway transport workers.

Approving the proposal, the President noted that this step is intended to promote the active integration of the insurance system of Turkmenistan into the international insurance market.

Then the head of state ordered to work out the issue of privatization of state-owned enterprises, transformation into joint-stock companies, and creation of private enterprises on their basis in a short time.

Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the pace of construction of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline section passing through the territory of our country.

This facility is fully provided with steel pipes. Also, the State concern "Türkmengaz" has signed an agreement with the relevant company in Hong Kong for technical supervision of the construction of the pipeline and gas compressor facilities.

At the moment, the pipes have been welded throughout the entire section of the TAPI gas pipeline that runs through the territory of Turkmenistan, which is brought to the Turkmen-Afghan border. Work continues on the installation of welded pipes.

According to the contract signed with the State concern "Türkmengaz" for the supply of valves and various auxiliary equipment for the Turkmen section of the gas pipeline, large-sized valves are planned to be installed along the pipeline. Thus, construction and installation works on the Turkmen TAPI section are proceeding at a high pace.

Summarizing the report, President Gurbanguly Berdimuhamedov noted that the TAPI project is an important component of the energy strategy of Turkmenistan. The energy highways originating in our country's oil fields are intended to become important links in the new architecture of global energy security.

Having ordered that the construction of the Turkmen section of the TAPI gas pipeline be constantly monitored, the President addressed a number of specific instructions to the Deputy Prime Minister, including on cooperation in the implementation of this project with international organizations, reliable financial structures and oil and gas companies.

Then the Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev reported on the seasonal agricultural work carried out in the velayats. As noted, at present, along with the care of wheat, preparations for the upcoming grain harvest are continuing.

Deputy Prime Minister appealed to the head of state with a request to determine the start date of sowing. A draft Resolution was submitted to the President of Turkmenistan, according to which it is planned to allocate 21 thousand hectares of acreage for planting autumn varieties of potatoes, vegetables and other agricultural crops. 

It was also reported on the events on the occasion of the world environment day celebrated on June 5. Among them is the scientific and practical conference "State policy of the President of Turkmenistan in the field of environmental protection and ensuring environmental well-being: achieved milestones and challenges".

After hearing the report and pointing out the importance of tasks for the further dynamic development of the agro-industrial complex, increasing the volume of production of various agricultural products in the country, the President ordered to pay priority attention to the quality of field work, compliance with agricultural technology standards, including when caring for cotton.

Having signed a Decree on the production of autumn potatoes, vegetables and other agricultural crops in 2020, the head of state sent it to the Deputy Prime Minister on the electronic document management system, addressing specific instructions.

Emphasizing that environmental issues have a separate place in the state policy of Turkmenistan and that our country makes a significant contribution to solving environmental issues of concern to the world community within the framework of international conventions and agreements, actively cooperates in this area with many international structures, the head of state ordered to ensure a high organizational level of events dedicated to the world environment day.

Addressing Deputy Prime Minister E. Orazgeldiev, President Gurbanguly Berdimuhamedov noted that with the onset of hot days, crop pests multiply, which can cause great damage to the grown crop.

With instructions to send all available services to combat them, the head of state ordered to submit a report on the measures taken in this direction at the upcoming Monday workshop on digital video communication.

Then, addressing the participants of the meeting, the President noted that the harvest season is approaching. Stressing that the main task facing grain growers is to quickly and without losses collect the grown wheat crop, the Turkmen leader ordered to start grain harvesting in the Akhal, Lebap and Mary velayats on June 5, and in the Balkan and Dashoguz velayats – on June 12.

Then the Deputy Chairman of the Cabinet of Ministers Sh. Durdylyev, who presented a report on the ongoing construction work at industrial and social facilities, the commissioning of which is scheduled for this year.

Construction works are being carried out at an accelerated pace at the facilities that are also scheduled for commissioning during this year. All necessary measures are being taken to complete the construction on time. The supply of construction materials is carried out by the Ministry of industry and construction production and the UIET.

After hearing the report, President Gurbanguly Berdimuhamedov pointed out to the Deputy Prime Minister the need to keep under constant control issues related to the construction of facilities in various parts of the country in honor of the 25th anniversary of permanent neutrality.

Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on the ongoing work on the establishment of an inter-Industry Commission to determine the amount of fees and payments charged to owners of motor vehicles and motorcycles of foreign countries arriving in Turkmenistan and passing through its territory.

The Deputy Prime Minister noted that in order to implement a coordinated transport policy, it is necessary to synchronize legislation and simplify customs, visa and other procedures.

It was reported that the agencies included in the structure of the transport and communication complex conducted an appropriate analysis. As part of the report, the Deputy Prime Minister also reported on the results of his business trip to the Balkan velayat.

After hearing the information, President Gurbanguly Berdimuhamedov stressed that consistent integration into the world transport system and further expansion of infrastructure along the main highways, connecting routes and hubs in the "East-West" and "North-South" directions are among the key tasks for the foreseeable future.

Noting the relevance of projects in the transport sector, including the creation of a Modal highway for Central Asia with access to Turkey, the construction and activation of transport corridors Afghanistan-Turkmenistan-Azerbaijan-Georgia-Turkey and Europe-Caucasus-Asia (TRACECA), the President stressed that the formation of these important areas is of great importance in the context of the goals of the revival of the great silk road.

The head of state signed the relevant Resolution and sent it to the Deputy Prime Minister for the electronic document management system, instructing him to make every effort to implement the planned plans. Focusing on the development of the Balkan velayat, he addressed specific instructions to the Deputy Prime Minister.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the work on the implementation of socio-economic strategy in the Mall. There was also information about the state of Affairs in the supervised structures, in particular, measures being implemented to increase trade turnover, develop private business and international cooperation.

After hearing the report, President Gurbanguly Berdimuhamedov stressed that expanding business ties with foreign partners is a significant aspect of Turkmenistan's foreign policy.

The head of state stressed the importance of modernizing this sphere, improving the quality of trade services, introducing international experience and legislative regulation of trade activities, creating conditions for activating entrepreneurship and encouraging private initiative in order to increase the competitiveness of the country's industrial complex, and effectively applying innovative technologies in this direction. The Deputy Prime Minister was instructed to keep these issues in the spotlight.

Noting that the Turkmen carpet Holiday will be widely celebrated in the country on May 31, the President, on behalf of the Cabinet of Ministers, cordially congratulated all employees of the carpet industry on this wonderful holiday, wishing them further great success.

In this regard, the head of state announced his decision to award the best craftswomen who have made a great personal contribution to the development of the Motherland the honorary title of "Honored carpet maker of Turkmenistan" and signed a corresponding Decree. The head of state instructed G. Mammedova and Ch. Gylyjov to hold a ceremony of awarding the carpet in a festive atmosphere.

Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on the measures taken to organize the competition for the award of the President of Turkmenistan "Türkmeniň Altyn asyry" and within its framework the TV competition "Ýañlan, Diýarym!".

It was reported that currently members of a specially created Commission are selecting the best works of able and talented creative workers in the established categories of the competition.

In this regard, Deputy Prime Minister reported that from 22 to 27 June in the framework of culture Week to be held in Dashoguz velayat, will be summed up the creative competition " Türkmeniň Altyn asyry " declared among the figures of literature, culture and art, Amateur young singers and gifted children. Also in July, the qualifying round of the TV contest "Ýañlan, Diýarym!"will start in Ashgabat and velayats.

Emphasizing the importance of the annual creative review, the President pointed to the need to improve the activities of cultural and media institutions, taking into account the intensification of work to identify new talents and train professional staff.

The head of state instructed the Deputy Prime Minister to hold all the planned cultural events at a high level, so that they clearly reflect the original traditions of the Turkmen people and the energy of the modern era.

Then Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on the preparations for the upcoming world Bicycle day. As reported, on the occasion of the upcoming international holiday in the country in sports complexes, cultural and entertainment centers, parks, it is planned to organize various competitions, sports and cultural events.

Emphasizing the importance of the upcoming holiday-world Bicycle day-for strengthening the principles of a healthy lifestyle in the Turkmen society, President Gurbanguly Berdimuhamedov noted the importance of regular physical activity and gave instructions on the organization of events planned for the holiday.

Deputy Chairman of the Cabinet of Ministers, Minister of foreign Affairs R. Meredov, reporting on the activities of the Ministry of foreign Affairs, presented proposals for Turkmenistan's accession to multilateral documents in the field of transport.

In this regard, it was noted that one of the priorities of our country's foreign policy is the development of fruitful relations with international organizations. At the same time, special importance is attached to cooperation with the UN, including its regional commissions, namely, the economic Commission for Europe (ECE) and the Economic and social Commission for Asia and the Pacific (ESCAP).

In the context of enhancing partnership with these structures, much attention is paid to improving the transport system in the Eurasian space, creating and effectively operating transit and transport corridors. In this regard, proposals have been prepared for Turkmenistan's accession to a number of multilateral documents coordinated by the UNECE.

Issues related to Turkmenistan's accession to these multilateral documents were considered in the framework of consultations with representatives of relevant state institutions of our country, experts from the UNECE, the International road transport Union and other organizations.

Summing up the report, President Gurbanguly Berdimuhamedov noted that by occupying an exceptionally favorable geographical position and confidently strengthening its position as an important transit, transport and logistics center of regional and continental significance, neutral Turkmenistan strives to realize its impressive potential in this area for the common good. Our country makes a significant contribution to the development of broad mutually beneficial cooperation in this priority area, including in the format of the United Nations and its specialized agencies.

As President Gurbanguly Berdimuhamedov noted, Turkmenistan's strategy in this sector is long-term. In support of increasing effective cooperation, our country initiates and successfully implements major infrastructure projects together with foreign partners. Turkmenistan is aimed at further active and proactive participation in the global transport dialogue and is ready to saturate it with new concrete plans and projects, the head of state stressed.

Having approved the proposals for our country's accession to multilateral documents in this area, the President instructed to continue systematic work to strengthen fruitful cooperation with the economic Commission for Europe and other relevant UN structures.
During the meeting, the Turkmen leader also warmly congratulated Deputy Chairman of the Cabinet of Ministers, foreign Minister R. Meredov on his 60th anniversary and wished him good health, family well-being and great success in his responsible activities.

Chairman of the Mejlis G. Mammedova informed President Gurbanguly Berdimuhamedov about the activities of the national Parliament to modernize the country's legislative base.

As noted, these days the preparation of draft new versions of the laws of Turkmenistan is being completed. At the same time, work is underway to make changes and additions to the relevant legal acts regulating various spheres of state and society, aimed at further strengthening and developing democracy, law and order, protecting the rights and freedoms of citizens, as well as improving the administrative and territorial structure of the country.

Also, the head of the national Parliament of the Mejlis reported on the holding of mobile meetings of the working group established under the Constitutional Commission for the development and synthesis of proposals in connection with amendments and additions to the Constitution of Turkmenistan to discuss issues of the Halk Maslahaty of Turkmenistan and constitutional changes with members of the Halk Maslahaty.

Focusing on the importance of improving the work of the national Parliament, the President stressed that the Mejlis legislative activity should be guided by practical interests of society, and the main task of MPs is to represent the interests of the entire population, embodying in laws the social priorities of our state.

In this regard, the head of state emphasized the need to continue meetings of deputies with residents of velayats and discuss proposals submitted to the Constitutional Commission.

Then, by direct video link, Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov reported on the activities of the military and law enforcement agencies.

After hearing the report, the head of state signed a corresponding document on improving the curricula of higher educational institutions under the military and law enforcement agencies, and sent it to the Deputy Prime Minister on the electronic document management system, addressed a number of specific instructions for its implementation.

As part of the video session of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov again addressed the members of the Government.

As the head of state stressed, the adoption by The United Nations General Assembly of a Resolution on the annual celebration of world Bicycle day on June 3 shows that the initiatives put forward by our neutral state receive the approval and support of the entire world community.

Congratulating on the upcoming world Bicycle day, President Gurbanguly Berdimuhamedov wished his compatriots good health, happiness, family well-being and great success in their work.

The meeting also considered other important issues of state life, on which appropriate decisions were made.
