Today, Turkmenistan celebrates the day of the Constitution and the National flag. On the occasion of this significant event, President Gurbanguly Berdimuhamedov addressed his compatriots with a congratulatory message, which, in particular, reads:
"I cordially congratulate you on a significant date in our history – the day of the Constitution and the State flag of Turkmenistan! We are immeasurably proud of and respect our Constitution, which proclaims a person as the highest value of society and the state, and the National flag as an enduring symbol of independence and neutrality, and the unity of the people.
The basic Law and the high-flying National flag are national treasures that embody the glorious past, the greatness of the present era and a bright future. The Constitution Monument and Flag Square were erected in Ashgabat, and flag Squares with high flagpoles were built in velayat centers and the national tourist zone "Avaza". Their silk banners fly high in the sky, embodying the patriotism and unity of the people, our successes and achievements, testifying to the boundless respect for the heritage of the nation.
Twenty-eight years ago, with the adoption of the Constitution and the establishment of the National flag, the Foundation was laid for a democratic, legal and secular state structure of the country, its political, socio-economic, social and cultural development.
In the modern era, as part of the gradual transition to a market economy, our socio-political life has changed radically, as a result of which the legislative and legal framework has been reformed.
The social and living conditions of the people have been steadily improved, new constitutional norms have been developed and prepared, and a new version of the Constitution was adopted in 2016. At the historic meeting of the “Halk Maslahaty” of Turkmenistan held on September 25, 2019, we announced a new stage of constitutional reforms and initiated the reform of the country's Basic Law.
The main goals of this initiative, taking into account the success and achievements of our society, as well as the world experience, are to modernize the activities of the “Halk Maslahaty” and transform the Mejlis as a legislative body into a bicameral system. Thus, the introduction of amendments and changes to the Constitution of Turkmenistan has become a historically significant event in the socio-political life of the country.
Based on the fundamental norms of the Constitution, we are leading a sovereign state forward. We are successfully implementing the adopted targeted state and industry programs to ensure the further dynamic development of the country, modernize the material and technical base of the economy, and first of all, to ensure a peaceful, prosperous and happy life for Turkmen citizens.
In international relations, we are guided by the main provisions and goals of positive neutrality recognized by United Nations Resolutions and enshrined in the Constitution of Turkmenistan. We are constantly building up political, economic, cultural and humanitarian ties with the UN, the European Union, the Commonwealth of Independent States and other authoritative structures and countries. We are consolidating efforts aimed at strengthening peace and ensuring national interests in the global space. And we will never deviate from our chosen path! - it is emphasized in the festive Address of President Gurbanguly Berdimuhamedov.
