The President of Turkmenistan held a meeting of the Cabinet of Ministers

President Gurbanguly Berdimuhamedov held a regular meeting of the Cabinet of Ministers using the digital video communication system, where topical issues of state life were discussed, the state news Agency of Turkmenistan reports.

The first speaker was Deputy Chairman of the Cabinet of Ministers G. Mushshikov, who reported on the activities of supervised institutions, as well as on the practical steps being taken to improve the financial and banking system. There was a report on improving the insurance sector.

Summing up the report, the head of state stressed that as a result of the successfully implemented "open door" policy and broad international cooperation, large foreign firms interested in participating in large-scale programs and projects implemented in our country are working in our country.
In this regard, the President noted the expediency of expanding the range of activities carried out jointly with foreign business circles in the promising Turkmen market.

Speaking about the importance of ensuring strict control over the observance of financial discipline by all enterprises and organizations, regardless of their ownership forms, and the rational use of funds allocated for the implementation of state programs, the President addressed a number of specific instructions to the Deputy Prime Minister.

In turn, Deputy Chairman of the Cabinet M. Meredov reported on the course of realization of "Program of development of oil and gas industry for the period till 2030", on steps being taken to increase the production of hydrocarbons, modernization of material-technical base of the industry.

The President of Turkmenistan was informed about the results of an international tender for the purchase of mobile compressor units, which will be used by the management of "Lebapgazgurlushyk" in the course of work to improve the productivity of wells in the gas fields of “Kukurtli”, “Kerpichli” and “North Balguyi”.
After hearing the report, the head of state stressed the importance of measures taken in the field of diversification of the oil and gas industry, technical and technological re-equipment of energy sector enterprises, creation of modern production facilities that produce a wide range of oil and gas chemical products.

In General, all this is designed to ensure the most effective use of natural resources for sustainable economic growth, solving problems in the field of import substitution and increasing the country's export potential.

The head of state ordered a thorough analysis of the economic and technical aspects of projects planned for implementation in the gas industry, addressing a number of specific instructions to the Deputy Prime Minister on the introduction of new technologies and modern equipment at the fields, as well as on attracting foreign investment.

The next report was made by Deputy Chairman of the Cabinet of Ministers B. Ovezov, who reported on the draft Resolution on the purchase of helicopters by the Agency "Türkmenhowaýollary".

The Deputy Prime Minister said that in order to provide timely medical assistance to the population, work is underway to purchase medical helicopters of the "ANSAT" and "Mi-17-lW" brands, as well as spare parts, consumables and necessary equipment produced by the "Kazan helicopter plant" (Republic of Tatarstan of the Russian Federation).

After hearing the report, the head of state stressed that modernizing the material and technical base of the healthcare system, including improving the quality of services provided, is one of the priority directions of the development strategy for this sphere.

Noting with satisfaction the progressive and fruitful nature of cooperation with the Republic of Tatarstan, which is successfully developing within the framework of the interstate dialogue with the Russian Federation, the President stressed that the Turkmen-Tatarstan relations are a clear example of effective partnership, which is based on solid experience of interaction. Tatarstan occupies the most important place-both because of its powerful resource and industrial potential, and because of the historical ties between the two fraternal peoples.

In the field of aircraft construction, we have established partnerships with the Kazan helicopter plant, whose aircraft are used in the national economy of our country, the head of state continued. Focusing on the technical characteristics of the "ANSAT" and "Mi-17-lW" rotorcraft, the head of state stated that these models are equipped with modern medical equipment and adapted to the conditions of Turkmenistan.

President Gurbanguly Berdimuhamedov signed a Decree on the purchase of multifunctional helicopters. Having sent this document to the Deputy Prime Minister using the electronic document management system, the head of state ordered to take all necessary measures for the effective use of Ambulance helicopters.

Then the Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev was called to a direct video link and reported on the seasonal field work being carried out in the velayats, including the preparation for cotton sowing. It was also reported about the arrival of new agricultural machinery.

During the sowing campaign, seeders, tractors and cultivators will be continuously used throughout the country. It is also planned to use the equipment received recently from the company "John Deere" (USA), controlled by a telematics digital electronic system.

Summarizing the report, the head of state stressed the importance of further modernization of the domestic agro-industrial complex, rational use of land and water resources, including through the use of advanced technologies that help to increase crop productivity and soil fertility.

The President instructed to keep under constant control the implementation of the system of digital electronic management of agriculture. Emphasizing the need for technical modernization of the industry, the President of Turkmenistan noted that all new models of high-tech agricultural equipment and equipment that are available to machine operators should be comprehensively tested in local soil and climate conditions.

The head of state also ordered to carefully think over the strategy of this important spring campaign before the start of cotton sowing, to ensure a clear and coordinated work of all departments involved in it.

It was instructed to start sowing cotton on March 25 this year - in the Akhal, Balkan, Lebap and Mary velayats, and on March 29 - in the Dashoguz velayat.

Then the Deputy Chairman of the Cabinet of Ministers Sh. Durdylyev, the Chairman of the State Corporation "Türkmengeologiýa" Sh. Abdrakhmanov and the Minister of industry and construction production S. Berdimuhamedov were simultaneously called to a direct video link.

The Deputy Prime Minister reported on the state of Affairs in the supervised structures and the ongoing work to improve their activities, and also submitted to the President a draft Resolution "On the construction of a complex of structures for the diversion of mudslides".

As it was reported, in order to prevent mudslides on the territory of Ashgabat and possible harm, the Ministry of construction and architecture held an international tender to select a contractor for the preparation of project documentation and construction of drainage facilities in the South of the capital. The winner of the tender was "Возрождение" Joint-Stock company (Russian Federation).

The projects submitted by Russian partners, which were recognized as the most profitable in the end, were analyzed by the Interdepartmental Commission for determining the cost of projects under construction and reconstruction of important and especially important buildings and structures in Turkmenistan.

After hearing the report, President Gurbanguly Berdimuhamedov stressed the importance of the work being carried out in this direction and gave a number of specific instructions for further improvement of Ashgabat, taking into account its status as the main city of the country.

The Chairman of the State Corporation "Türkmengeologiýa", in turn, reported on the results of geological exploration work to determine the reserves of local raw materials for the construction of a metallurgical plant, carried out jointly with the Ministry of industry and construction production in accordance with the instructions of the head of state.

As reported, the Corporation's specialists investigated the material and chemical composition, Mineralogy of iron ore, as well as the latitude and depth limits of the Gyzylkaya etrap Deposit of Turkmenbashi in the Balkan velayat. As a result of the inspection, it was found that the depth of the reserves is at the level of 120-160 meters, and the chemical composition of iron oxide is on average 20 percent.

Noting the priority for the development of the industrial sector, the President stressed the need to intensify geological surveys in order to identify promising mineral deposits.

In continuation of the topic, the Minister of industry and construction presented proposals for cooperation with the “Federal state unitary enterprise Central Research Institute of ferrous metallurgy named after. I. P. Bardina” of the Ministry of industry and trade of the Russian Federation.

This partnership is aimed at implementing appropriate technological tests of iron ore from the Gyzylkaya Deposit to determine its suitability for metallurgical production.

After hearing the report and approving the submitted proposals, President Gurbanguly Berdimuhamedov stressed the special importance attached to the expansion of Turkmen-Russian relations, supported by the rich experience of many years of successful partnership.

Noting the enormous potential for building up constructive interstate cooperation in all spheres, the head of state said that it will also be built on a mutually beneficial basis, taking into account national interests and key priorities of the socio-economic development of Turkmenistan and Russia.

After signing the Decree "On the construction of a complex of structures for the diversion of mudslides", the President of Turkmenistan sent the document to the Vice-Premier on the electronic document management system and gave appropriate instructions on its implementation.

Then Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the work carried out in the supervised structures. It was also reported about the developed draft procedure for conducting exchange auctions for the sale of commercial products of the shopping complex, the results of analysis on the use of clay deposits to provide raw materials for the enterprise for the production of ceramic building materials.

In particular, regarding the Procedure for conducting exchange trading, it was proposed to introduce a method of flexible pricing through the use of market economy mechanisms and taking into account changes in the global market environment.

Then the Deputy Prime Minister reported on the completion of the first stage of construction of the enterprise for the production of ceramic building materials in the Halach etrap of the Lebap velayat and the planning of the second stage. As noted, in order to provide this complex with the necessary raw materials, it would be advisable to organize the extraction of clay from the "Gubadag" deposits in the Dovetli etrap and "Sakar-35" in the Sayat etrap.

After hearing the report, the President of Turkmenistan focused on the priority tasks facing the trade complex in connection with the ongoing transformations in the country. Speaking about the great importance attached to the organization of exchange auctions for the sale of domestic products, the head of state instructed to improve the relevant procedure in accordance with international standards in this area.

Concrete steps should be taken to accelerate the implementation of the country's socio-economic development Program, President Gurbanguly Berdimuhamedov said, stressing the need to intensify the development of small and medium-sized businesses.

The state will continue to pay great attention to strengthening and building the potential of national entrepreneurship, which has a significant role in strengthening the economic power of Turkmenistan and implementing the country's industrialization Program until 2030. In this context, the Deputy Prime Minister was instructed to keep under constant control the timely and high-quality implementation of all planned works.

Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on the ongoing work on the implementation of a digital system for organizing the delivery of Newspapers and magazines to the population, as well as on preparations for the festive events on the occasion of the National holiday of spring – the International day of Novruz.

As reported, in accordance with the Concept of development of the digital economy in Turkmenistan in 2020-2025, as well as in order to fulfill previously given instructions, an appropriate Procedure for converting print media to electronic format has been prepared. It outlines the priority measures for solving the tasks set.

The Deputy Prime Minister submitted this document for consideration by the President of the country.

It was also reported that various cultural events reflecting the richness of national traditions and customs of the Turkmen people are planned to be held in the capital and velayats on the occasion of the holiday.

After hearing the report and emphasizing the importance of converting printed periodicals to electronic form, the head of state pointed to the need for further systematic and consistent work in the field of digitalization of domestic media.

Having generally approved the document, the President gave instructions on its implementation. The Deputy Prime Minister was given orders to hold all the planned festive events on the occasion of the international day of Novruz at a high level.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported to President Gurbanguly Berdimuhamedov on the organization of the upcoming certification of employees of vocational education institutions. We are talking about primary, secondary and higher professional educational institutions, whose teachers will be tested on core competencies, criteria for educating young people, modern teaching methods and the use of information technologies in this process.

This work is scheduled for April-May this year. For this purpose, expert working groups will be created in vocational schools and universities, consisting of employees of the Ministry of education, experienced specialists in the relevant areas and representatives of the trade Union.

As it was reported, the certification will be held in the format of computer testing with a list of questions and proposed solutions to problems. The analysis of answers will help to give a multi-faceted assessment of the professional qualities and skills of mentors, ranging from knowledge of legislative support in the field of education to questions of psychology of teaching.

Based on its results, the personnel structure in the vocational education system will be adjusted, organizational approaches in this area will be updated, and specific topics will be identified for the most popular areas of professional development of industry employees.

After hearing the report, President Gurbanguly Berdimuhamedov stressed that regular certification of teaching staff should become an effective tool that allows checking the level of professionalism, qualifications, and compliance of employees of this system with their positions or work.

In General, such events are designed to improve the skills, responsibility, quality of work of teachers, their initiative and creative activity, and improve the selection of personnel in educational institutions, the head of state said. In this regard, it was instructed to conduct the certification as scrupulously and objectively as possible, taking into account the most modern requirements for the qualification of educational workers.

Then Deputy Chairman of the Cabinet of Ministers, Minister of foreign Affairs R. Meredov, reporting on practical steps to increase cooperation with international organizations, reported on improving the activities of the national Commission of Turkmenistan for UNESCO.

As noted, our country is developing a constructive dialogue with the above-mentioned largest UN Agency specializing in the humanitarian sphere. As a result of this fruitful interaction, such historical and cultural monuments of Turkmenistan as Ancient Merv, Kunyaurgench and Ancient Nisa are included in the UNESCO world heritage List. The Representative list of the intangible cultural heritage of humanity includes the Turkmen art of carpet-making, shadestan "Gorogly" and song and dance art "Kushtdepdi".

It was also noted that in his speech at the International conference "Turkmenistan and international organizations: cooperation for peace and development", held in Ashgabat on January 14 this year, the head of state Gurbanguly Berdimuhamedov paid special attention to the development of relations with UNESCO, in particular, the implementation of the potential of interaction in such areas as education, science, ecology and sports.

At present, having considered the possibilities of expanding the partnership with this organization, new directions have been identified: digital and information technologies, statistics and reporting, sustainable water resources management and their rational use.

In order to further develop the dialogue with UNESCO on a systematic basis, the above-mentioned national Commission is carrying out systematic activities. In this regard, the Deputy Prime Minister, the head of the foreign Ministry announced a proposal to improve the position and structure of this Commission, the formation of its new composition and the preparation of a draft document.

Summing up the report, the President noted with satisfaction that in recent years’ cooperation with reputable international organizations that meet the interests of universal peace and well-being has become more effective and reached a qualitatively new level. In this context, special importance is attached to a close multi-vector strategic partnership with the United Nations.

As President Gurbanguly Berdimuhamedov noted, the progressive dynamics is inherent in the interaction between our country and the largest UN specialized agencies. This includes the United Nations educational, scientific and cultural Organization (UNESCO).

One of the priorities of the state policy of neutral Turkmenistan is the preservation, study and promotion of the material and intangible cultural heritage of the nation, which is an integral part of the Treasury of world culture. This opens up wide opportunities for developing a fruitful international dialogue in the humanitarian sphere and enriching its content, the head of state said.

The President instructed the Deputy Prime Minister and the head of the foreign Ministry to strengthen work in this direction and take appropriate measures to activate the activities of the national Commission of Turkmenistan for UNESCO.

Chairman of the Mejlis G. Mammedova informed about the current activities of the national Parliament to modernize the legislative and legal framework of the country.

Currently, in accordance with the plan of the Mejlis normative work, new draft documents are being prepared aimed at further improving the standard of living of the people, protecting the health of citizens, and state support for large families.

As noted, in order to explain the essence and significance of the constitutional reforms, adopted laws, developed in the light of the main priorities of the policy successfully implemented under the leadership of the President of Turkmenistan, deputies hold meetings on the ground, speak in the media, study the best international experience in this field.

President Gurbanguly Berdimuhamedov pointed out the importance of maintaining constant communication between the Mejlis and its structures with voters, public organizations and state bodies in order to solve priority issues of the country's development and improve the welfare of the Turkmen people.
Then the head of state focused on the current challenges facing members of the Government.

Placing special emphasis on organizing events dedicated to the 25th anniversary of Turkmenistan's permanent neutrality, the President instructed the relevant leaders to ensure a high level of celebrations, including international forums and cultural events.

It is necessary to keep in mind the timing and quality of work on the objects being built, the commissioning of which is planned to coincide with the upcoming anniversary of the country's acquisition of neutral status.

One of the key vectors of domestic policy is the further improvement of the sphere of trade and services, the head of Turkmenistan continued, ordering to take appropriate measures in this direction, including to ensure food abundance.

Speaking about the importance of constantly monitoring the state of the national economy, the President instructed to strictly monitor the timely implementation of planned indicators by ministries and industry departments.

The accelerated transition to the digital economy and the widespread introduction of advanced technologies were also identified as priorities. In this regard, it was instructed to ensure strict monitoring of the implementation of the activities outlined in the relevant programs and concepts within the established time frame.

Touching upon the topic of the upcoming large-scale gardening campaign, the head of state ordered to fully prepare for this campaign and ensure its implementation in the capital and regions at the proper level.

Then President Gurbanguly Berdimuhamedov congratulated the Turkmen people on the national holiday of spring, widely celebrated in the country on March 21-22 – International Novruz day.

Concluding the meeting of the Cabinet of Ministers on the digital video communication system, the head of state wished the participants great success in their work.
