President Gurbanguly Berdimuhamedov held a regular meeting of the Cabinet of Ministers in videoconference mode, where topical issues of state development were discussed, according to the state news Agency of Turkmenistan.

The first floor was given to Deputy Chairman of the Cabinet of Ministers Gadyrgeldy Mushshikov, who reported on the state of Affairs in the supervised sphere, the implementation of the instructions of the head of Turkmenistan on the development of the industrial sector and increasing the volume of competitive national export products.

As reported, practical steps are being taken to timely solve the tasks set for the institutions of the financial and economic block. At the same time, special attention is paid to maintaining the growth rate of production in the leading sectors of the national economic complex.

After hearing the report, President Gurbanguly Berdimuhamedov stressed that at the present stage, great importance is attached to the implementation of a strategic course focused on the industrial and innovative development model. At the same time, in order to increase the economic power of the country, a large-scale program is being implemented for the construction and modernization of enterprises that produce a wide range of products supplied abroad.

Successful accomplishment in these areas of the plans is intended to help continue the prosperity of Turkmenistan, to ensure the prosperous life of the people, said the head of state instructed the Deputy Prime Minister to take measures to improve the efficiency of work.

At the same time, the Chairman of the State customs service, M.    Hudaykulyev, was called to the videoconference and reported on the work being carried out and the implementation of instructions to improve the Department's activities.

Summing up the report, President Gurbanguly Berdimuhamedov, addressing the Deputy Prime Minister and head of the customs Department, stressed the importance of addressing key issues related to economic, trade and industrial relations between the countries, as well as partnership in the field of services, technologies and quality standards. In this context, it was instructed to carry out work related to modernization together with the relevant structures.

Deputy Chairman of the Cabinet of Ministers Myratgeldy Meredov reported on the measures taken for the further dynamic development of the oil and gas complex, the promotion of a number of major investment projects aimed at increasing the production capacity and diversification of the industry, increasing the production of oil and gas chemical products.

They also reported on the ongoing preparations for the exhibition and conference "Oil and gas of Turkmenistan-2020", which is scheduled to be held in Ashgabat on October 28-30 this year.

Summarizing the report, President Gurbanguly Berdimuhamedov stressed the importance of implementing programs for the development of the fuel and energy complex aimed at strengthening its industrial and export potential, modernizing the industry infrastructure based on the use of innovative technologies and advanced developments.

At the present stage, the main task is to maintain high growth rates of the oil and gas industry, as well as investment activity, and increase the volume of production of its own production, the head of state said.

In this context, the emphasis was placed on the need to strengthen mutually beneficial partnership with leading foreign companies with advanced experience and innovative technologies that can improve the efficiency of oil and gas field development.

A significant role is assigned to specialized industry forums held in the country, President Gurbanguly Berdimuhamedov continued, instructing the Deputy Prime Minister to organize an exhibition and conference "Oil and gas of Turkmenistan-2020" at a high level, designed to demonstrate the multifaceted potential and promising directions for further development of the domestic fuel and energy sector.

Then Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov reported on the state of Affairs in the supervised departments, taking comprehensive measures to successfully solve the tasks outlined in the Military doctrine.

After hearing the report, the head of Turkmenistan focused on the priority tasks facing the military and law enforcement agencies. For the successful implementation of large-scale transformations in these areas, it is necessary to ensure the coordinated work of the relevant structures that guard the interests of the state and the native people.

Then Deputy Chairman of the Cabinet of Ministers Shamuhammet Durdylyev reported on the work carried out in the subordinate structures, and also submitted for consideration a draft Resolution "on the construction of a complex of buildings of the Academy of public service under the President of Turkmenistan".

According to the Deputy Prime Minister, in accordance with the instructions of the Turkmen leader, the Ministry of construction and architecture held an international tender for the construction of a new building of this Academy on “Gorogly” Avenue. Based on its results, the offer received from the individual enterprise "Bayly Gurlushyk" was selected.

After hearing the report, the head of state focused on the need to keep under constant control the implementation of a large-scale urban development program, the progress of construction of numerous industrial, social and cultural facilities in cities and villages of the country. Measures should also be taken to stimulate investment activity in this area, the President ordered.

Having signed and sent a Decree on the construction of a complex of buildings of the Academy of public service through the electronic document management system, the President of Turkmenistan addressed a number of specific instructions to the Vice-Premier.

In the course of the meeting, the head of state noted that large amounts of financial resources are invested in the construction industry, but the quality of the objects being built and the deadlines for their completion do not meet modern requirements. Providing the country's construction sites with environmentally friendly, high-quality construction materials is not carried out at the proper level, the President said, stressing the importance of improving and increasing the pace of work in this area.

In the current economic policy, special importance is attached to the development of the industrial sector. Expressing dissatisfaction with this task, the Turkmen leader stated that appropriate measures are not being taken to process local raw materials, introduce digital technologies and scientific achievements.

Focusing on the state of Affairs in the State concern "Turkmenhimiýa", the head of Turkmenistan expressed dissatisfaction with the work of the leaders of this industry. Most chemical plants have not reached their full capacity, the President stressed, pointing out the importance of taking appropriate measures to organize the activities of specialized industrial complexes in accordance with modern requirements.

It is necessary to increase the production capacity of existing chemical enterprises by introducing innovative technologies, the head of state noted, ordering to pay special attention to increasing the volume of chemical products aimed at export.

The most important task is to create new jobs and ensure optimal working conditions for employees, the President stressed, addressing specific instructions to the Deputy Prime Minister in this regard.
At the same time, the President of the country called the Minister of energy Ch. Purchekov, who reported on strengthening the material and technical base of the subordinate industry, ensuring uninterrupted supply of electricity to domestic consumers and increasing its exports, as well as on the construction of the Turkmenistan-Afghanistan-Pakistan energy highway.

Summing up the report, the President highlighted the huge energy and economic potential of Turkmenistan, which pursues a policy of broad international cooperation. One of the priority tasks facing domestic energy companies is to improve the reliability of electricity supply in the country.

The head of state noted that this sector has a significant role in the implementation of national programs for industrialization, diversification and increasing the export opportunities of the national economy. In this regard, the head of state drew attention to the importance of increasing the volume of Turkmen electricity supplies to foreign countries, giving appropriate instructions to this effect.

Specific instructions were also addressed to accelerate the construction of the Turkmenistan-Afghanistan-Pakistan high-voltage power transmission line.

Then the Minister of construction and architecture, R. Gandymov, who was simultaneously summoned by video link, reported on the state of Affairs in the supervised Department.

President Gurbanguly Berdimuhamedov expressed dissatisfaction with the organization of expertise of architectural projects, the system of evaluation of all stages of their implementation. In the context of unprecedented scale of housing, cultural, household and industrial construction, issues of quality of constructed facilities are of particular importance, the head of state said.

Then the Minister of internal Affairs M. Chakyev reported on the work carried out by subordinate structures, and the practical steps being taken to further improve the activities of this body, as well as on the implementation of advanced technologies.

Noting the importance of coordinated actions of all units of the interior Ministry, the head of Turkmenistan to the priorities called maintaining the country's public order, the rule of law. Emphasizing the need for strict control of these issues, President Gurbanguly Berdimuhamedov addressed specific instructions to the Minister.

Then the head of state called the Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev, who was on a working trip to the Mary velayat, to a direct video link. He reported on the seasonal field work being carried out in the velayats, including the care of wheat and preparation for sowing cotton.

In accordance with the instructions of the head of state, practical steps are being taken to provide the population with domestic vegetables and potatoes, and work is being done to care for crops in the velayats, according to the plan for the current year.

A set of measures is also being implemented to further increase the production of potatoes, vegetables and onions on a scientific basis, expand the areas allocated for them and attract producers to this work.

Emphasizing the importance of high-quality and timely implementation of seasonal agricultural campaigns, the President demanded to ensure their full compliance with generally accepted standards of agricultural technology.

The head of state also instructed to prepare properly for the upcoming national gardening campaign in the near future, emphasizing its importance, first of all, from an environmental point of view, to create favorable conditions for the life of Turkmen citizens.

Next, Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on the work on the competition of innovative projects "Digital solution-2020".

The Deputy Prime Minister reported on the measures taken on a regular basis in the light of the tasks outlined in the "Concept for the development of the digital economy in Turkmenistan in 2019-2025".

In order to successfully implement the youth policy, create conditions for stimulating additional and continuing education, improve professionalism, introduce digital education, attract innovative resources to the economy and other areas, the Agency "Turkmenaragatnashyk" plans to organize a competition "Digital solution-2020".

It is expected that it will be held in seven categories-health, science and education, industry, transport and communications, services, medium and small businesses and a "smart" city. The results of the competition are planned to be summed up at the International exhibition "Turkmentel-2020".

Summarizing the report, the President of Turkmenistan stressed that today there are all conditions for young people to receive modern education and train highly qualified specialists.

The concept of developing the digital education system, President Gurbanguly Berdimuhamedov continued, should provide opportunities for obtaining high-quality services in this area that meet national and international standards and modern requirements. Having approved the proposal to hold a competition for innovative projects "Digital solution-2020", the head of Turkmenistan addressed specific instructions to the Deputy Prime Minister.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the ongoing preparations for the upcoming 12th anniversary of the Union of Industrialists and entrepreneurs.

As reported, on March 17-18, the Expo center of the chamber of Commerce and industry will host an exhibition, which will be attended by more than 200 members of the UIET engaged in various fields of activity. The large-scale exhibition will demonstrate the achievements of the private sector of the economy, the range of services provided by entrepreneurs and their high-quality products that are in demand in the domestic and foreign markets.

The exhibition will also present the contribution of domestic entrepreneurs to the solution of the key task set by President Gurbanguly Berdimuhamedov – the development of the digital economy, the introduction of high technologies into production.

It is also planned to organize a conference of members of the Union of Industrialists and entrepreneurs. To discuss the participants of the business forum, designed to highlight the achievements made over the past 12 years and outline the plans of the domestic business community for the foreseeable future.

As part of the report, the head of state submitted a draft Resolution "On approving the composition of the intergovernmental Turkmen-Azerbaijani Commission on economic cooperation from the Turkmen side".

After hearing the report, President Gurbanguly Berdimuhamedov ordered to ensure a high level of events dedicated to the 12th anniversary of the Union of Industrialists and entrepreneurs.

Then the head of state, appointing Deputy Prime Minister Ch. Gylyjov as the Chairman of the intergovernmental Turkmen-Azerbaijani Commission on economic cooperation, noted that the peoples of the two States have been United by strong relations of friendship and good-neighborliness, common history, rich cultural and spiritual values for centuries.

Currently, Turkmenistan and Azerbaijan have huge resources, economic and transport and communication potential, the practical implementation of which directly meets not only the national interests of the two countries, but also the goals of regional and global sustainable development, the head of state noted, once again focusing on the important role assigned to the activities of the intergovernmental Turkmen-Azerbaijani Commission on economic cooperation.

Having signed the submitted draft Resolution and sent it via the electronic document management system, President Gurbanguly Berdimuhamedov instructed the Deputy Prime Minister to organize the work of the Commission at the proper level, designed to give new effective impulses to the traditional interstate interaction between friendly Turkmenistan and Azerbaijan.

Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on the ongoing work to improve the activities of institutions in the subordinate sphere, taking into account the introduction of digital technologies.

There was also a report on the creation of remote virtual tours for museums of the country – an innovative tool for the wide promotion of the national cultural heritage, organizational issues related to the implementation of this project. The Deputy Prime Minister also reported on the implementation of an internal electronic network system between organizations subordinate to the Ministry of culture.

The implementation of the project will significantly speed up the exchange of information, documentation and news and, in General, improve work in this direction. As reported, the necessary technical measures are planned to be organized jointly with the Agency "Turkmenaragatnashyk".

After hearing the report, President Gurbanguly Berdimuhamedov pointed to the need to intensify the process of digitalization in this area, as well as to make extensive use of the capabilities of advanced technologies in the formation of information space in the field of culture, including the availability of library and Museum collections.

The solution of these issues will contribute to raising the level of culture and education in society, familiarizing the world community with the rich historical and cultural heritage of the Turkmen people, the head of state concluded.

The President instructed the Deputy Prime Minister and Deputy Prime Minister B. Ovezov to hold a meeting in accordance with the Resolution on the transition of the country's economy to a digital system.

Separate orders were given to translate publishing products, Newspapers and magazines into electronic format. In this regard, the President of the country ordered to prepare the relevant documents and submit them for consideration at the next meeting of the Cabinet of Ministers.

Then the Deputy Chairman of the Cabinet of Ministers P. Agamyradov and the Minister of health and medical industry N. Amannepesov were simultaneously called by video link. The Deputy Prime Minister reported to the head of state on the state of Affairs in the areas under his supervision, and the Minister – on the work done to modernize the material and technical base of International medical centers.

Reporting on the implementation of the earlier given by the President of Turkmenistan Gurbanguly Berdimuhamedov instructions on the purchase of high-tech equipment for International medical diagnostic center, the International center for internal medicine, as well as the International center "Ene Mahri" of the Directorate of international medical centers, head of the Ministry reported that in the established procedure have been declared and conducted international tenders.

As a result, it is planned to purchase the necessary equipment and medical supplies from well-known foreign companies from the Central Bank at the expense of the targeted funds of the Ministry of health and medical industry for the above-mentioned institutions.

Human health protection is an all-encompassing system that includes a number of determining factors, first of all, the effective operation of ultra-modern medical centers that adopt innovative treatment methods and are equipped with the latest technology, the head of state noted.

Work will continue to improve the national health system, strengthen the material and technical base of the industry and increase the level of medical services provided to the population, the Turkmen leader stressed.

After signing the Resolution "On modernizing the material and technical base of International medical centers", the President of Turkmenistan sent it to the Vice-Premier on the electronic document management system, giving appropriate instructions.

The Minister further noted the importance to human health of such plants as harmala (Yuzarlik). As you know, today this plant, which has been an effective remedy for many ailments for centuries, is widely used not only in folk healing, but also in modern medicine.

The first volume of the book of the head of state "Medicinal plants of Turkmenistan" describes the ways of preparing and using decoctions from harmala. Our ancestors kept it in their homes in the form of bundles of their branches. Sometimes people fumigated their homes with it.

Thus, they carried out the prevention of infectious diseases.

The smell of harmala has been proven to eliminate bacteria. It also repels insects. This is facilitated by the alkaloids contained in the leaves and seeds of the plant.

The multi-volume work of the President of Turkmenistan also contains information about the benefits of red pepper, which has long been used in our country for medicinal purposes.

As noted in the book of the head of state, pepper was widely used in folk medicine in the treatment of many diseases, including colds and coughs, and as a component in the preparation of medicines. This plant is also used in scientific medicine.

The benefits of the traditional Turkmen dish – noodles with pepper (unash) for colds, and its proven effectiveness in preventing colds are also discussed in this work of the head of state.

For thousands of years, our ancestors have formed national methods of resisting harmful habits and preventing various infectious diseases that have proven their effectiveness, the head of state stressed, noting with satisfaction that the tradition of burning and fumigating this sacred plant continues.

Our wise ancestors firmly established the tradition of fumigating harmala during all important events – when housewarming, coming to the house of the bride, etc. it is Scientifically proven that the smoke from the burned “yuzarlik” prevents a number of infectious diseases that periodically occur at certain times of the year, strengthens the human immune system.

It is not for nothing that the emblem of health care of Turkmenistan contains an image of this unique plant with its medicinal properties, which has found wide application both in Turkmen folk medicine and in scientific medicine in order to prevent many diseases.

Centuries – old life practice has confirmed that smoke from harmala is an effective tool that actively counteracts the penetration of various viruses into the human body that are invisible to the eye. In this context, the President drew attention to the special significance of the folk tradition of fumigating with “yuzarlik” in the context of a difficult situation that has arisen in the modern world.

Noting the expediency of holding these events on a mass and systematic basis, the head of state addressed a number of specific instructions to Deputy Prime Minister P. Agamyradov and Minister of health and medical industry N. Amannepesov to organize a wide explanatory work among the population.

Deputy Chairman of the Cabinet of Ministers, Minister of foreign Affairs R. Meredov reported on the results of the official visit of the government delegation of Turkmenistan headed by the President of the country to the Republic of Azerbaijan.

The Deputy Prime Minister and Minister of foreign Affairs also reported on the preparations being made in accordance with the instructions of the head of state for the events dedicated to the "Framework program for cooperation in the field of sustainable development between Turkmenistan and The United Nations for 2021-2025".

Summarizing the report, President Gurbanguly Berdimuhamedov noted with satisfaction that in the modern era, the Turkmen-Azerbaijani relations have acquired the character of strategic interaction. Touching upon the topic of cooperation with the UN, President Gurbanguly Berdimuhamedov highlighted the effective nature of partnership with this major international organization and its leading structures.

In this regard, stressing the importance of the above-mentioned framework program aimed at building a multi-faceted fruitful dialogue with the Community of Nations that meets the interests of well-being and sustainable development in the regional and global dimensions, the head of

Turkmenistan instructed to ensure a high organizational level of all planned events.

The speaker of the Mejlis G. Mammedova informed about the legislative activities of the national Parliament, the measures taken to strengthen and develop the legal framework of the socio-economic transformations carried out in the country, the participation of deputies in international events and work on the ground.

As reported, the ninth session of the sixth convocation of the Mejlis is scheduled to be held on March 14, where a number of draft laws will be discussed. Also, in accordance with the proposals of ministries and industry departments, draft legal acts on amendments and additions to certain laws will be considered.

President Gurbanguly Berdimuhamedov emphasized that ongoing legislative activity should be guided by practical interests of society, and the main task of MPs is to represent the interests of the entire population, embodying in laws the social priorities of our state.

Also, with the participation of deputies, representatives of political parties and public associations, relevant specialists of ministries, industry and scientific departments, it is necessary to continue meetings with the public on the ground, to bring to the attention of the people the goal of improving the Constitution of an independent neutral Turkmenistan, the President concluded.

Then, addressing the participants of the meeting of the Cabinet of Ministers, the head of state focused on topical issues of the country's development. One of the main vectors of the upcoming work, President Gurbanguly Berdimuhamedov identified the acceleration of digitalization of all sectors of the national economy.

Among the priorities is the successful implementation of the country's socio-economic development Program for 2020-2025, the head of Turkmenistan continued, addressing a number of specific instructions to the relevant leaders.

Ensuring environmental well-being is one of the most pressing issues of our time, the head of state stressed, instructing us to fully prepare for the planned landscaping campaign.

The improvement of the scientific and educational sphere was also mentioned as one of the key directions for the near future.

Modernization of the construction and industrial sectors is also a priority. At the same time, it is necessary to actively use advanced technologies and innovations, the head of Turkmenistan said.

Focusing on the organization of events dedicated to the upcoming holidays and celebrations on the occasion of the 25th anniversary of permanent neutrality of Turkmenistan, the President of the country ordered them to be held at a high level.

The meeting also considered other important issues of state life, on which appropriate decisions were made.
