Today, President Gurbanguly Berdimuhamedov held a videoconference session of the Cabinet of Ministers, during which key vectors of the foreign policy strategy, as well as socio-economic development of the country, preparation for upcoming significant dates and other celebrations were discussed, the state news Agency of Turkmenistan reports.
The first President of the country gave the floor to Deputy Chairman of the Cabinet of Ministers, foreign Minister R. Meredov.
Reporting on the results of the activities of the country's foreign Ministry for January-February of this year, the Deputy Prime Minister stressed the success of the foreign policy strategy of Turkmenistan.
Since the beginning of the year, 35 delegations of various levels have visited Turkmenistan through the Ministry of foreign Affairs. During this period, 77 delegations of our country were sent abroad.
Also, in January-February 2020, 59 conferences and meetings of various levels were held in Turkmenistan together with foreign States and international organizations.
Political consultations between the Ministry of foreign Affairs of Turkmenistan and foreign ministries of other States continued. In this direction, 6 meetings were organized: with representatives of the state of Qatar in Doha, the Russian Federation in Ashgabat, India in new Delhi, Afghanistan in Kabul, as well as a regular meeting at the Ministerial level in the "C5+1" format between the Central Asian countries and the United States of America in Tashkent, and the international conference "Green Central Asia" with the participation of foreign Ministers of the region, Afghanistan and Germany in Berlin.
An important vector for the activation of Turkmenistan's foreign policy is the establishment and expansion of diplomatic relations through embassies.
In continuation of the report, the Deputy Prime Minister noted that a special place is given to the issues of comprehensive development of Turkmenistan's foreign economic cooperation with the countries of the world in foreign policy. In this direction, work is underway to hold meetings of joint intergovernmental commissions on economic cooperation with various States.
In this regard, it was reported that in January 2020, a regular meeting of the intergovernmental Turkmen-Hungarian Commission on economic cooperation was held in the capital of Hungary, and a joint Turkmen – German working group was held in Ashgabat. There were also Turkmen-Hungarian business forums in Budapest, and Turkmen – German and Turkmen-Afghan business forums in Ashgabat.
Then the Deputy Prime Minister and Minister of foreign Affairs reported on the "framework program for cooperation in the field of sustainable development between Turkmenistan and the United Nations for 2021-2025".
The importance of the tasks envisaged in this framework program, which has been implemented since the beginning of 2005 and is designed to strengthen our country's relations with international organizations, was emphasized. This document includes the following areas: public administration for people and the rule of law; comprehensive green and sustainable development; high-quality, shared and affordable health, education and social security systems. The planned activities are intended to contribute to the achievement of priority goals in these areas.
As noted, based on the framework Program for cooperation in the field of sustainable development with the United Nations for 2021-2025, it is planned to prepare draft annual and two-year Action Plans together with specialized structures of this organization.
In particular, according to these documents, it is planned to work together with the world health organization, the development Program, the Children's Fund, the UN population Fund, as well as other structural units of this organization.
Then the Deputy Prime Minister reported on the results of his official working trip to the Kingdom of Morocco on behalf of President Gurbanguly Berdimuhamedov. As noted, during the meeting with the Prime Minister of Morocco, the two countries expressed great interest in building up bilateral relations.
They emphasized the similarity of views on issues of ensuring peace, stability and security at the global level, as well as the commitment of the peoples of the two countries to historical values, traditions and customs. The sides discussed the prospects of building up Turkmen-Moroccan relations in the political, economic, cultural and humanitarian spheres.
During the visit, political consultations were held between the foreign ministries of Turkmenistan and Morocco. The delegation of the Kingdom of Morocco was headed by the Minister of foreign Affairs and international cooperation. They discussed the current state of bilateral relations, as well as issues of cooperation within international organizations, in particular, The United Nations and the Organization of Islamic Cooperation.
The diplomats discussed the possibilities of developing trade, economic, cultural and humanitarian ties. An exchange of views was held on the organization of joint business forums that contribute to increasing trade turnover between the two countries. Issues of holding cultural events, including organizing cultural Days, were also discussed.
During the consultations, the parties signed a number of relevant documents aimed at strengthening bilateral relations. The Deputy Prime Minister stressed the importance of the Agreement signed between the State concern "Turkmengaz" and the companies "OCP S. A." (Kingdom of Morocco) and "Sun International FZE " (United Arab Emirates) on the sale of 1 million tons of sulfur.
In addition, in the framework of the working trip, meetings were held of the Turkmen delegation with the Chairman of the house of Representatives of the Parliament of Morocco, Chairman of the house of Councilors of Morocco, the Minister of economy, Finance and administrative reforms and representatives of the private sector of the friendly country.
During the meeting, the king of Morocco received an invitation from President Gurbanguly Berdimuhamedov to participate in events on the occasion of the glorious 25th anniversary of permanent neutrality of Turkmenistan, which will be held in December this year.
Then the Deputy Prime Minister reported on preparations for the official visit of the government delegation of Turkmenistan to the Republic of Azerbaijan.
Summarizing the report, the head of state stressed that by implementing the policy of "open doors" and positive neutrality, Turkmenistan demonstrates its commitment to broad international cooperation.
Along with foreign States, Turkmenistan's foreign policy attaches great importance to cooperation with reputable international organizations. In particular, within the framework of this cooperation, much attention is paid to building up relations with the United Nations and its specialized agencies.
Speaking about this, the President stressed the importance of implementing the "framework program for cooperation in the field of sustainable development between Turkmenistan and the United Nations for 2021-2025". The head of state ordered to hold scientific and practical conferences to familiarize with this program and discuss relevant events. Noting the importance of these actions, organized in the year under the motto" Turkmenistan is the Homeland of Neutrality", the President of the country instructed the Minister of foreign Affairs to sign the program after appropriate discussions.
Head of state Gurbanguly Berdimuhamedov highlighted the fruitful nature of relations between the UN and Turkmenistan. A clear example of this is the interaction with major UN structures in the region, as well as within the framework of relevant programs, and the implementation of our country's commitments to address important issues on the global Agenda until 2030.
Giving a positive assessment of the ongoing work to build up relations with friendly partner countries, in particular, the Kingdom of Morocco, the head of state noted the importance of continuing this activity and the systematic implementation of the agreements reached. The priority of these relations should be the interests of the countries, as well as the principles of mutual respect, friendship and fraternity.
In the context of increasing cooperation, special emphasis was placed on the significance of the agreement concluded in the Kingdom of Morocco with the State concern "Turkmengaz". This agreement is of great importance for further strengthening cooperation between the countries, expanding mutually beneficial ties and, thus, activating interstate political and economic partnership. Its implementation will be a clear evidence of the success of the ongoing course on economic diversification in Turkmenistan.
President Gurbanguly Berdimuhamedov also gave relevant instructions on comprehensive high-level preparations for the upcoming official visit of the government delegation of Turkmenistan to the Republic of Azerbaijan.
Noting that the official visit to the Republic of Azerbaijan should be organized at a high level, the head of state addressed specific instructions to the Deputy Prime Minister in this regard.

President Gurbanguly Berdimuhamedov highlighted the need to pay special attention to issues related to improving the social and living conditions of the population of the main city of the country.
Speaking about the approach of the national holiday of spring – the international day of Novruz, the head of state gave specific instructions on the preparation and organization of high-level celebrations, ensuring the coordinated activities of the relevant services for this purpose.
Paying special attention to the organization of the spring gardening campaign, the President of the country stressed the need for it to be held at a high level.
Then the hyakim of the Akhal velayat Y. Gurbanov reported on the state of Affairs in the region, preparation for the sowing of agricultural crops, carrying out measures to care for wheat fields. It was also reported about the measures taken to improve the social and living conditions of the population of the velayat, the organization of upcoming holidays and a nationwide campaign to plant trees.
After hearing the report, President Gurbanguly Berdimuhamedov paid special attention to spring sowing, noting the need for its high organizational level, including ensuring high-quality preparation of land, seed material, as well as agricultural machinery and equipment.
The head of state instructed to step up the pace of work on the care of wheat lands and ensure that they are carried out in accordance with the agro technical deadlines. In addition, the head of state gave specific instructions to expand the area of potatoes and other vegetable and fruit crops.
Speaking about holding the upcoming national gardening campaign at the proper level, the head of state ordered to provide the necessary number of seedlings, prepare the land for planting, and attract employees of all enterprises and institutions to participate in the campaign. It was also ordered to ensure a high level of preparation for the international day of Novruz in the velayat.
Then the report was made by the hyakim of the Balkan velayat T. Atakhalliyev, who reported on the work carried out in the region. They also reported on their readiness for the upcoming holidays, including a mass action on tree planting.
Focusing on the importance of strict compliance with established agro technical standards, the President also noted the need to conduct spring sowing at the proper level.
In this regard, the head of state pointed out the expediency of increasing the production of agricultural crops, in particular, expanding the area of potatoes, vegetable and fruit crops, and providing proper care for them.
Speaking about the upcoming international holiday Novruz, as well as the mass gardening campaign, the head of state ordered to hold the festive celebrations at a high organizational level.
Further, the hyakim of Dashoguz velayat, N. Nazarmyradov, was called to a direct video link. The head of the regional administration reported on seasonal agricultural work carried out in the velayat, preparation for spring sowing, and care for winter grain crops.
In addition, hyakim reported on the organization of upcoming holidays and, especially, a nationwide gardening campaign.
After hearing the report, the President noted the importance of establishing high-level work carried out on the agricultural lands of the velayat.
As the head of state noted, it is necessary to prepare the land allocated for cotton, as well as seeds, machinery and equipment that will be used in the sowing campaign, with high quality, in accordance with agro technical standards.
The head of state pointed to the need to expand the acreage, in particular, allocated for potatoes and other vegetable and berry crops.
Speaking about holding a high-level mass action on tree planting and other events in honor of the international day of Novruz, the President focused on the organizational level of their implementation.

After hearing the report, the head of state noted the importance of actively implementing advanced scientific methods in agriculture and taking measures to improve the efficiency of agricultural production.
The head of state gave instructions on a comprehensive approach to the mass gardening campaign and celebrations on the Occasion of the national holiday of spring – the international day of Novruz.
Then hyakim Mary velayat D. Annaberdiev reported on the progress in the region seasonal agricultural work, preparation of land and agricultural equipment for spring sowing, and the state of Affairs on the construction objects, construction of which is carried out in the framework of the plan for socio-economic development of the province.
After listening to the report and focusing on the need to ensure high-quality care of acreage, the President demanded that all agro technical measures be carried out efficiently and within a strict time frame.
Speaking about the importance of activating measures to prepare for cotton sowing, the head of state ordered to ensure all conditions for productive work of daikhan.
The President also addressed specific instructions to hyakim to ensure a high level of celebrations in the velayat in honor of the National holiday of spring – the international day of Novruz and a nationwide gardening campaign.
Then the Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev was called to a direct video link and reported on the results of the work carried out in the agro-industrial complex of the country these days.
After listening to the report and focusing on the importance of activating the process of implementing the reforms in agriculture, the President instructed the Deputy Prime Minister to keep under strict control the work being carried out on the ground.
The head of state emphasized the importance of systematic selection work in the cultivation of potatoes in the country. Highlighting the need to increase sowing of crops, particularly of potatoes, the importance to provide for all measures, including the extension of cultivated land, obtaining a rich harvest of the crop, the head of state gave the Vice Premier the relevant instructions on this matter.
President Gurbanguly Berdimuhamedov gave specific instructions to the Deputy Prime Minister, emphasizing the importance of effective use of all conditions for increasing productivity, improving the land reclamation condition, providing the population with high-quality food products, including the possibility of obtaining two harvests a year through the cultivation of spring and autumn types of these crops.
Focusing on the work to expand the country's forest zones, the head of state noted that the landscaping campaign should be approached in a comprehensive and organized manner.
Then, addressing the participants of the video conference of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov noted that a working trip to the Lebap velayat will be held on March 12, where issues of industrial development of this region will be considered.
Taking into account the huge reserves of natural resources of the Lebap velayat, in order to create new jobs and further improve the social level of the native people, we will discuss various projects, including the construction of new enterprises, the head of state said.
In continuation of the topic, for the further economic development of the country, President Gurbanguly Berdimuhamedov instructed to analyze the work in this direction and prepare reasonable proposals.
The importance of developing small and medium-sized businesses, expanding the production of import-substituting goods, and expanding the range of domestic agricultural products was emphasized.
The head of state also instructed to ensure timely completion of construction works at the facilities scheduled for commissioning in the year of the 25th anniversary of permanent neutrality of Turkmenistan.
