President Gurbanguly Berdimuhamedov held a regular meeting of the Cabinet of Ministers using the digital video communication system, where important issues of state life and draft documents were discussed, the state news Agency of Turkmenistan reports.

Turning to the agenda, the head of state gave the floor to Deputy Chairman of the Cabinet of Ministers G. Myradov. The Deputy Prime Minister reported on measures to prepare for a comprehensive census of the population and housing stock of Turkmenistan in 2022.

Based on the approved plan, proper work is being carried out in this area. In particular, the issues of technical and special software for the upcoming campaign, the purchase of necessary equipment and the holding of a corresponding tender by the State Statistics Committee are being studied.

Summarizing the report, the President noted that the continuous census of the population and housing stock is an important source of complete and reliable information about the number, age categories, population structure, combined with socio-economic characteristics and other significant factors. The obtained statistical data will serve as a reliable basis for the development of sectoral and comprehensive programs for the further progressive development of the Turkmen state and society.

At the same time, the campaign planned for 2022 is consistent with the goals of the United Nations Economic and Social Council Resolution adopted in 2015, which is another confirmation of our country's commitment to strategic partnership with the United Nations and its major structures.

Stressing the need to ensure a high organizational level of the census with the effective use of the latest digital technologies, President Gurbanguly Berdimuhamedov addressed a number of specific instructions to the Deputy Prime Minister. At the same time, the head of state also noted the importance of studying the world's best practices in this area, active explanatory work among the population with the involvement of the media.

Then Deputy Chairman of the Cabinet M. Meredov reported on the status of structural subdivisions of the fuel and energy complex and the steps taken for successful implementation of the "program of development of the oil and gas industry of Turkmenistan till 2030".

There was also information about the promotion of a number of major investment projects aimed at strengthening the raw material base of the industry, increasing its production potential and export opportunities.
After hearing the report, President Gurbanguly Berdimuhamedov drew the attention of the Deputy Prime Minister to the fact that today an important task is to improve the efficiency of the oil and gas complex, which is designed to make a significant contribution to the socio-economic development of the country.

Noting that further diversification of the oil and gas sector and modernization of its infrastructure on an innovative basis are among the priorities for successfully addressing the issues raised in this area, the head of state addressed specific instructions to the Deputy Prime Minister.

In this context, relevant instructions were given to attract foreign investors to the fuel and energy sector and expand mutually beneficial cooperation with major foreign oil and gas companies with advanced technologies and significant experience in the energy sector.

Deputy Chairman of the Cabinet of Ministers Ch. Purchekov reported on the work carried out by the Ministry of energy on the use of renewable energy sources.
According to the Deputy Prime Minister, the research and production center at the State Energy Institute is conducting relevant research on the use of solar and wind energy in the area of the Turkmen lake "Altyn Asyr". As a result of the survey, an action plan was prepared.

After hearing the report, President Gurbanguly Berdimuhamedov stated that the natural and climatic conditions of our country are favorable for the widespread use of renewable energy. In this regard, it was noted that the existing potential in this area should be increased, taking into account the economic and social feasibility of environmentally friendly power plants.
Russian specialists have extensive experience in implementing modern power plants, the head of state said, stressing that the implementation of this large-scale project will ensure uninterrupted power supply to remote localities of the country.

The President of Turkmenistan approved the submitted proposals, demanding a thorough technical examination of these projects and a comprehensive analysis from an environmental point of view. Noting that the priority of the state policy is to create the most favorable living environment that meets high standards of ecology and safety, the President gave the Deputy Prime Minister a number of instructions for implementing the plans.
During the meeting, President Gurbanguly Berdimuhamedov signed a Decree "on the construction of the Turkmen section of the Turkmenistan-Afghanistan-Pakistan power line" and sent it to the Deputy Prime Minister for the electronic document management system, instructing him to monitor the implementation of the envisaged works.

Then Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on the measures taken to build passenger bus stations in the Balkan, Dashoguz, Lebap and Mary velayats.
It was reported that the Ministry of construction and architecture held an international tender, which resulted in the selection of the project of passenger Parking lots of the Economic company "Muhammet-Balkan". According to calculations, the construction of objects is planned to be carried out with the share participation of the Ministry of industry and communications and the data of the EC.
The Deputy Prime Minister also informed about the measures being implemented on a regular basis in the light of the tasks outlined in the "Program of the President of Turkmenistan on social and economic development of the country for 2019-2025", "the Concept of development of the digital economy in Turkmenistan in 2019-2025", as well as in the context of the strategy of industrialization of our state and the transition to the digital economy until 2030.

After hearing the report, the President of Turkmenistan stressed that in order to modernize passenger transportation and improve the level of services provided, it is important to continue working on using the latest scientific achievements and switching to digital technologies. When constructing various objects, including passenger bus stations, it is necessary to use modern finishing and facing materials. Capital buildings should create comfort and convenience for passengers, the head of state stressed.

Focusing on improving the level of services provided in the industrial and communication complexes, the President pointed to the importance of developing a digital system and electronic document management in these areas.
To this end, in order to implement the innovation policy in practice and ensure that the transport infrastructure facilities being built meet global trends, we should take a responsible approach to creating technology platforms, President Gurbanguly Berdimuhamedov said, addressing the Deputy Prime Minister with relevant instructions.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the activities of the supervised trade complex, the implementation of state support measures for small and medium-sized businesses in the country, further steps to expand import-substituting and export-oriented industries with the involvement of the Union of Industrialists and entrepreneurs.

The composition of the intergovernmental Turkmen-Turkish Commission on economic cooperation from Turkmenistan was also submitted for consideration by President Gurbanguly Berdimuhamedov.

Summing up the report, the Turkmen leader noted the increasing role of entrepreneurship in the field of import substitution and increasing the country's export potential, the development of competitive industry, stressing the importance of supporting investment projects implemented in the field of agriculture and saturation of the domestic market with high-quality agricultural products.

The head of state also gave instructions to activate foreign trade relations and search for new foreign channels for selling surplus food products produced in the country.

In addition, the President pointed out the importance of a systematic study of the market situation and constant analysis of the requests of domestic consumers, the introduction of best practices and innovative technologies in the production of high-quality products of Turkmen entrepreneurs.

Head of state Gurbanguly Berdimuhamedov signed a Decree approving the composition of the intergovernmental Turkmen-Turkish Commission on economic cooperation from the Turkmen side, and sent it to the Deputy Prime Minister for the electronic document management system, giving appropriate instructions.

In turn, Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on activities in the fields of science and education in connection with the introduction of information and communication technologies.

In particular, the Deputy Prime Minister reported on the implementation of the instruction on improving and updating the activities of the Academy of public service under the President of Turkmenistan, improving the quality of education in this institution and the level of training of managerial personnel.

These issues, including the introduction of new areas of specialization in the Academy's curriculum, the organization of advanced training courses and master's courses, were analyzed together with the Mejlis by the relevant ministries and departments. The prepared draft document was submitted for consideration by the head of state.

After hearing the report, and focusing on the fact that the digital economy requires a new level of training, President Gurbanguly Berdimuhamedov noted the need to rely on the best world experience in this area.

Modern industrial enterprises that have already been commissioned and are still being built in our country, and new industries that are being created need highly qualified specialists who possess digital technologies, the head of state said, pointing to the importance of improving the entire system of professional training.

The successful implementation of large-scale national projects and state programs implies a strong personnel component, including management, the head of Turkmenistan stressed, noting that the organization of courses for managers on the basics of the digital economy at the Academy of public service is intended to increase the potential in all sectors of the national economy.

After signing a Decree aimed at modernizing the activities of the Academy of civil service under the President of Turkmenistan and sending it to the Deputy Prime Minister for the electronic document management system, the President instructed to keep under strict control the implementation of the planned measures and the transformations carried out in this regard.

Deputy Chairman of the Cabinet of Ministers B. Abdyeva reported on the action Plan in honor of the 25th anniversary of permanent neutrality of Turkmenistan, developed in accordance with the tasks defined in the speech of the head of state at the International conference "Turkmenistan and international organizations: cooperation for peace and development" held on January 14.
In this context, various events are planned, including meetings, awareness campaigns, conferences, briefings, media forums, etc.

After hearing the report, President Gurbanguly Berdimuhamedov stressed the importance of the humanitarian component in approving the principles of neutrality at the global level.

Having approved the submitted proposals, the head of Turkmenistan addressed the Deputy Prime Minister with instructions to ensure a high organizational level of all planned program activities and, in General, to prepare for the 25th anniversary of neutrality.

Then Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on the progress of reforms in agriculture and seasonal field work in the regions.

After hearing the report, President Gurbanguly Berdimuhamedov focused on increasing the yield of wheat, cotton and other agricultural crops, improving the reclamation status of arable lands, and providing them with water for irrigation.

The head of state stressed the importance of strengthening the food segment of the national economy in every possible way and meeting the demand of the population for high-quality food products of domestic production.

In this context, the Deputy Prime Minister was instructed to pay special attention to the effective development of farmland allocated to tenants from special land funds created in the regions. Specific instructions were also given on the introduction of advanced agricultural techniques in the crop sector of the agro-industrial complex and the further development of the greenhouse sector.

Then the Deputy Chairman of the Cabinet of Ministers, foreign Minister R. Meredov reported on the preparations for the international conference "Green Central Asia", which will be held on January 28 in Berlin at the level of foreign Ministers of the region, Afghanistan and Germany. The purpose of the forum is to consider issues of strengthening regional cooperation in such an urgent area as the fight against climate change and its consequences.

During the conference, the relevant initiative of the German Government will be announced, on the basis of which it is planned to implement projects in such areas that are priorities of the policy of President Gurbanguly Berdimuhamedov, as environmental protection and biodiversity, water resources management, combating desertification, forestry, renewable energy sources and energy efficiency, agriculture and land management.

In continuation of the report, the Deputy Prime Minister and foreign Minister reported on preparations for the next C5+1 Ministerial meeting between the Central Asian countries and the United States of America, which will be held in Tashkent on February 3.

As you know, this format is a multilateral mechanism of interaction between the five States of the region and the United States. It systematically reviews proposals for cooperation in areas such as strengthening security and stability, developing trade and economic relations, and protecting the environment and ecology.

The agenda of the upcoming meeting in the capital of Uzbekistan will include issues of regional partnership development in a number of priority areas. These include the economy and energy, countering dangerous threats and challenges of our time, such as terrorism, illicit drug trafficking, cross-border crime and human trafficking.

The subject of the interested discussion will also be the combination of efforts to help resolve the situation in Afghanistan, its socio-economic revival, and its connection to the energy, transport, and trade systems of Central Asia. Following the meeting, it is planned to adopt a corresponding joint document.

Summarizing the report, President Gurbanguly Berdimuhamedov stressed that the development of traditionally friendly, good-neighborly relations with the Central Asian States, with whose peoples the Turkmen people are United by centuries-old historical and cultural ties, is always one of the key vectors of the foreign policy of neutral Turkmenistan.

At the same time, our country supports further strengthening of constructive regional and interregional cooperation, and actively cooperates with neighboring countries in multilateral formats.

Referring to the agenda of the upcoming International conference in Berlin, the President made a special emphasis on the fact that the environmental aspect is identified in a number of key areas of state policy.

Taking an initiative position in the issues of climate change, environmental protection, rational water and natural resources management, and ensuring environmental safety, our country demonstrates a responsible approach to developing optimal solutions and fulfilling its obligations.

According to the head of state, all large-scale transformation programs and infrastructure projects implemented in Turkmenistan are closely connected with the introduction of "green" technologies, which in fact confirm the readiness for diverse cooperation to achieve the global goals of sustainable development.

Continuing the theme of regional partnership, President Gurbanguly Berdimuhamedov also noted the importance of the "C5+1" meeting scheduled for early February, stressing the need to implement all available opportunities to strengthen and expand fruitful cooperation between the Central Asian countries and the United States that meets common interests.

As for the Turkmen-American relations, it was emphasized that the interstate dialogue is traditionally constructive and progressive and has a great potential for further successful development.

Stressing that neutral Turkmenistan will continue to steadily implement a creative, peaceful foreign policy strategy that meets the goals of well-being and progress in the regional and global dimension, the head of state gave the Deputy Prime Minister and the head of the foreign Ministry specific instructions to ensure a high organizational level of preparation for the international conference "Green Central Asia "and the next meeting at the Ministerial level in the"C5+1" format.

The Chairman of the Mejlis G. Mammedova informed about the current activities of the national Parliament to strengthen and improve the legal framework of socio-economic reforms in the country.

Currently, new draft laws are being prepared and legal acts requiring amendments and additions are being analyzed. The draft constitutional law "on amendments and additions to the Constitution of Turkmenistan" is being discussed.

Together with major public organizations, measures are being taken to promote the significance of large-scale events held in the country within the Framework of the year "Turkmenistan-homeland of Neutrality".

The President stressed the importance of further activating the activities of the Mejlis to improve national legislation in the interests of dynamic promotion of socio-economic transformations and democratization of the Turkmen society.

In reforming the legal system of Turkmenistan and improving the Basic Law, we must proceed from the best world practice, international standards and focus on the fundamental norms of international law, the President stated.

Referring to the work of the Constitutional Commission, the head of state demanded to prepare for the discussion of the Draft constitutional law "on amendments and additions to the Constitution of Turkmenistan" during its regular session.

Summing up the results of the meeting of the Cabinet of Ministers on digital video communication, the President of Turkmenistan, addressing the members of the government, stressed the need to take effective measures and put forward new proposals to accelerate reforms, including plans for the transition to a digital economy, as well as to activate market-based economic mechanisms, the effectiveness of which is confirmed by the increasing role of the private sector in various areas.

The head of state noted the importance of rational water use and environmental well-being.

Among the priority tasks is further improvement of the scientific and educational sphere, which is a key factor in the socio-economic progress of the Motherland, cultural and spiritual development of society, the leader of the nation Gurbanguly Berdimuhamedov said.

Speaking about expanding the range of international relations, the head of state focused on the practical implementation of TAPI and TAP projects.

The President of Turkmenistan instructed to hold the holiday-day of defenders of the Fatherland at the proper level, with the broad participation of public organizations. Separate instructions were given on the organization of events dedicated to the 25th anniversary of the recognition of the status of neutrality of Turkmenistan. This is an important date, a significant event in the independent history of the Turkmen state, a milestone in its foreign policy, and therefore it should be marked at a high level, the leader of the nation stressed.

The meeting also discussed other important issues of public life, on which appropriate decisions were made.
