The leaders of Turkmenistan and Russia adopted a joint statement on cooperation in the field of information security

President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Russian Federation Vladimir Putin adopted a joint statement on cooperation in the field of international information security today following a meeting in Ashgabat.

The document states that the Presidents of Turkmenistan and the Russian Federation recognize the unprecedented progress in the development and use of information and communication technologies, as well as their growing impact on everyday life.

The two heads of state emphasized that the misuse of modern information and communication technologies, including for purposes incompatible with the maintenance of international peace, security, and stability, can pose a threat to the state, its citizens and society as a whole.

Information and communication technology abuse related to the illegal collection and use of personal data is becoming increasingly apparent, in direct violation of fundamental freedoms and human rights, including the right to privacy.

The two heads of state call on the international community to take all necessary measures to prevent the use of information and communication technologies to interfere in the internal affairs of sovereign States, as well as for terrorist purposes and to commit crimes, including those related to illegal access to computer information, the creation, use and dissemination of malicious computer programs.

Taking into account the cross-border nature of information and communication technologies, the President of Turkmenistan and the President of the Russian Federation are convinced that national measures to ensure information security should be complemented by consolidated actions at the bilateral, multilateral, regional and global levels.

In this context, the two heads of state support the activities carried out within the framework of the UN to develop rules, norms, and principles of responsible behavior of States in the information space.

In order to ensure national and international interests, the President of Turkmenistan and the President of the Russian Federation advocate the prevention and peaceful settlement of conflicts that may arise as a result of the illegal use of information and communication technologies.

The two heads of state recognize the need to strengthen cooperation between Turkmenistan and the Russian Federation in the UN and the International telecommunication Union on improving the current model of Internet governance, including ensuring equal rights of States to participate in the process of Internet governance and increasing the role of the International telecommunication Union in this context.

The President of Turkmenistan and the President of the Russian Federation Express confidence in the further development of cooperation between the two States on the basis of the Agreement between the Government of the Russian Federation and the government of Turkmenistan on cooperation in the field of international information security dated April 5, 2019.
