Turkmenistan is preparing to make amendments and additions to the Constitution of the country. President Gurbanguly Berdimuhamedov signed a Decree on the establishment of the Constitutional Commission to develop and summarize proposals for amendments and additions to the basic Law of the country, as well as in connection with the improvement of the activities of the representative legislative body of the state power, "Neutral Turkmenistan" newspaper reports today.

The document instructed the Constitutional Commission to develop and submit proposals in accordance with the established procedure in connection with amendments and additions to the Constitution of Turkmenistan.

 

"Given what is happening in the world of change and gained in many countries experience it is advisable to move to a two-chamber system and to connect the Halk Maslakhaty of Turkmenistan, Mejlis of Turkmenistan to the system of bodies that implement tasks of the representative legislature," said Berdimuhamedov, signing the relevant Decree.

According to him, the transition to a qualitatively new bicameral system will provide an opportunity to represent the interests of all layers of Turkmen society, create conditions for the implementation of control functions in law enforcement practice. This will give impetus to the establishment of deputies on the ground closer contacts with voters, strengthening control over the implementation of laws and national programs.

The head of state proposed to submit proposals to the Constitutional Commission on the formation of a bicameral Parliament at the next meeting of the Halk Maslahaty of Turkmenistan, which will be held in 2020.

In reforming the legal system of Turkmenistan and improving its Basic Law, we must proceed from the best world practice, international standards and focus on the fundamental norms of international law, the leader of the nation stressed
