President Gurbanguly Berdimuhamedov held regular video conference session of the Cabinet of Ministers where outcomes of work of the branches of national economy for five months of the year have been summed up as well as current subjects of the state life have been discussed, the State news agency of Turkmenistan reports.
Having announced the agenda, Turkmen leader gave floor to Deputy Chairman of the Cabinet of Ministers G. Myradov. Speaking of the outcomes of development of national economy for January – May, the Vice-premier reported that high production indicators have been achieved in all branches of national economy.
The growth rates in industry made 4 percent, transport and communication sphere 10.1 percent, trade 11.8 percent, agriculture 3.5 percent, service sphere 8 percent. Positive dynamics is observed in construction industry as well.
In general, the production by ministries and profile departments increased by 6.3 percent comparing with the same period of the last year.
The volume of retail trade for five months has grown by 19.1 percent comparing with the same period of 2018.
For January – May, the revenue of the State Budget of the country was equal to 7.53 billion manats while expenditure part 7.49 billion manats.
Comparing with the same period of the last year, the average salary wages in big and medium facilities have increased by 9.5 percent.
Construction of relative facilities has been continued in January – May under new edition of National rural programme.
Having listened to the report, President Gurbanguly Berdimuhamedov gave specific assignments on improvement of work in this directions.
Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the implementation of the Programme of development of oil and gas industry of Turkmenistan until 2030 and results of work of facilities of fuel and energy complex for the period under review.
The plan for production of natural and associated gas has been fulfilled by 104.2 percent, oil refining by 103.8 percent, production of gasoline by 101.1 percent, diesel fuel by 103.6 percent, lubricants by 115.3 percent, liquefied gas by 106.2 percent, investment development by 105.1 percent.
The President of the country highlighted an important role of fuel and energy complex in the economy of Turkmenistan and ordered to enforce the attention to the expansion of export potential of the sphere, volumes of production of petrochemical commodities and gave number of relative assignments to the Vice-premier.
After, the floor was given to Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev who reported to President Gurbanguly Berdimuhamedov about the activity of the branches under his supervision for five months, course of reforms of agricultural sector and seasonal field works.
In general, the growth rate of production volumes, works and services by agricultural complex was 112.7 percent. The Ministry of Agriculture and Natural Protection reached the indicator of 113.2 percent, the State Water Management Committee – 109.1 percent, the State Association Türkmen Atlary – 105.5 percent.
The Vice-premier also reported on the wheat harvest, which has been started in Ahal, Lebap and Mary Velayats.
Summing up the report, the President of Turkmenistan noted the importance of agricultural complex for national economy, creation of food abundance in the country. In this context, it is necessary to provide optimal rates of the mowing and to harvest all wheat efficiently using the capabilities of modern equipment.
It is also necessary to hold agrotechnical activities for care of the cotton crops under permanent control, the Head of the state said.
Deputy Chairman of the Cabinet of Ministers M. Chakiyev reported on the results of activity of facilities of industrial and communication complexes of Turkmenistan for January – March. They executed production plan by 119.6 percent with the growth rate of 121.4 percent for the period under review.
The growth rate of production volumes of the Ministry of Textile Industry has reached 153.9 percent level.
The same indicators of the production volume by the State Concern Türkmenhimiýa was 148.8 percent.
The growth rate of production and services by the Ministry of Industry and Communication was equal to 109.9 percent.
The same indicators of Türkmensenagat Agency was 109.5 percent, Türkmenawtoulaglary Agency 123.7 percent, Türkmendemirýollary – 100.3 percent, Türkmenhowaýollary Agency – 113.7 percent, Türkmendeňizderýaýollary Agency – 177 percent, Türkmenaragatnaşyk – 106.6 percent.
Specifying the targets in the development of national transport and communication complex, President Gurbanguly Berdimuhamedov noted that growing volumes of production, expansion of spheres of industrial development of natural resources, activation of domestic and foreign economic relations require strong infrastructural growth and provision of multimodal logistics.
At the same time, it is necessary to pay special attention to modernization of entire system of transport and communication taking into account the transit to digital economy, growing role of information technologies, the Head of the State highlighted, having addressed the Vice-premier with number of assignments.
Deputy Chairman of the Cabinet of Ministers Ch. Purchekov reported on the activity of organizations of construction and energy complexes and capital administration for the past five months of the year.
Production and service plan of the administration of Ashgabat was fulfilled by 108 percent with the growth rate of 104.3 percent for the period under review.
Production plan of the Ministry of Construction and Architecture was fulfilled by 100.4 percent with the growth rate of 104.3 percent for January – May.
The plan of production, works and services of the Ministry of Energy was executed by 101.6 percent.
President Gurbanguly Berdimuhamedov noted the necessity to continue taking targeted measures for further integrated development and improvement of the infrastructure of the capital.
Having focused the attention of the Vice-premier on the importance to hold under permanent control the implementation of large-scale urban construction programme in Turkmenistan, fulfilment of the plan of construction of social and living facilities in the cities and villages of the country, uninterrupted operation of all engineering and technical systems, coordinated activity of municipal services, the head of the State have specific assignments on this account.
Video conference session was continued by the report of Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov who informed the President about the outcomes of work of trade industry and the Union of Industrialists and Entrepreneurs of the country in January – May 2019.
The growth of trade by the Ministry of Trade and Foreign economic Affairs was 24 percent for the first five months. At the same time, retail trade has increased by 24.4 percent while the wholesale by 23.6 percent. The volume of production grew by 14.4 percent.
The State Commodity and Raw Material Exchange has signed 12,681 contracts. The volume of services of the Trade and Industrial Chamber has increased by 26.5 percent. Six exhibitions and the same amount of conferences have been held.
Enterprises of the Union of Industrialists and Entrepreneurs increased industrial production by 21.8 percent, agricultural and food production by 4.9 percent.
Due to the government support of entrepreneurship, the volumes of export of food production of private sector has grown by 26.2 percent and export of industrial production by 3.3 percent in January – May.
President Gurbanguly Berdimuhamedov noted that development of home trade and foreign economic relations stimulate the expansion of the potential of industrial complex, small and medium business and hence, the improvement of competiveness of national economy.
It is necessary to use by maximum the capabilities of this sphere including opening of new import substitutive and export oriented production facilities, implementation of efficient production technologies, the Head of the State said, having given specific instructions to the Vice-premier.
The President reprimanded Executive Secretary of the Office of the President of Turkmenistan and the Cabinet of Ministers H. Hajimyradov as well as to Minister of Trade and Foreign Economic Affairs A. Ishanov for unsatisfactory fulfilment of the duties and deficiencies admitted in work.
By the Resolution of the Head of the State Deputy Chairman of the cabinet of Ministers Ch. Gylyjov was reprimanded for unsatisfactory fulfilment of duties, loss of control of activity of the ministry under his supervision and branch departments.
Further, Deputy Chairperson of the Cabinet of Ministers B. Abdiyeva reported on the activity of the structures under her supervision for five months of the year.
Having listened to the report and highlighted exclusive importance of cultural sphere and mass media in propaganda of modern success of Turkmenistan, further enhancement of cultural level of the citizens of the country, their moral and aesthetic education, President Gurbanguly Berdimuhamedov addressed the Vice-premier with specific assignments.
After, Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on the outcomes of activity of the spheres under his supervision for the past five months of the year. It was reported that integrated work for improvement of equipment, facility and methodological base of national education system, active implementation of advanced technologies, study of the best world practice has been carried out.
Integrated work has been carried out in the sphere of national health protection sphere under the State Health Programme. Targeted work for development of physical culture and sport, Olympic movement, strengthening of international cooperation in this sphere has also been done.
Summing up the report, the Head of the State noted the importance of steadfast measures for acceleration of the reforms in education and science, which is dictated by the priorities of social and economic development of the country, in this context, having highlighted the subject of digitization and industrialization, President Gurbanguly Berdimuhamedov gave assignments to the Vice-premier on the implementation of the Concept of development of digital economy of Turkmenistan in 2019 – 2025.
At the same time, Turkmen leader pointed out the necessity to focus on the implementation of intellectual and artistic potential of youth, stimulation of their interest in mastering of modern knowledges.
Having highlighted that health protection of people, development of physical and health improving movement are also outlined among the main vectors of the state policy, the Head of Turkmenistan ordered to continue an integrated work in these directions and to hold under control timely solution of set objectives.
Speaker of the Mejlis G. Mammedova informed on the activity of National Parliament from the beginning of the year.
11 Laws of Turkmenistan and 12 resolutions of the Mejlis have been adopted for the past five months for successful implementation of the programmes of social and economic development of the country, strengthening of democratic bases and according to the plan of law-making activity.
At present time, the preparation to the sixth session of the Mejlis of the sixth convocation on June 8, which agenda would include the review of number of bills as well as discussion of other important issues, is carried out.
Having listened to the information, President Gurbanguly Berdimuhamedov highlighted that improvement of legal and regulatory base is an integral factor of steadfast development of the country at modern stage.
Continuing video conference session of the Cabinet of Ministers, the President noted that big political event, the session of the CIS Council of the Heads of the Governments has been held recently in our country. By the assessment of international observers and participants of the meeting, all events related to the meeting were held on high organizational level, having expressed the gratitude to all who took part in the preparation to this forum.
Despite continuing global economic crisis, the outcomes of work of the branches of national economy for the past five months indicate stable development of the country this year, the Head of the State highlighted.
Foreign policy of independent neutral Turkmenistan is aimed at wide cooperation with the United Nations as well as with the Organization for Security and Cooperation in Europe, European Union, Commonwealth of Independent States, Economic Cooperation Organization and other international structures.
Initiatives of Turkmenistan on provision of energy security, solution of ecological issues, development of transport infrastructure gain bigger support in the world. proposals of our country in scientific and education spheres, respect of the rights and freedoms, strengthening of common security, achievement of the agreements and sustainable development receive high assessment.
The President stated that new initiative of Turkmenistan for saving of Aral Sea was supported by such competent organization as the UN, which became another evidence of growing international authority of our country.
Highlighting the outcomes of the last five months, President Gurbanguly Berdimuhamedov noted that national economy keeps stably the rates of growth. Adopted social programmes are successfully implemented. Same as before, the growth of the GDP remains on high level of 6.2 percent.
Volumes of export of national production increased by 14 percent and at the same time, import of goods has been reduced by 20 percent. Comparing with the same period of the last year, high growth rates have been reached in all branches of the economy.
All planned facilities like industrial enterprises, living houses, kindergartens, schools, shops and other have been put into operation in Turkmenistan for the last five months. We saved some finances in the result of successful activity of economic complex and started the construction of numerous settlements in the regions of the country. The construction of administration centre of Ahal Velayat has also been started. At present time, we work on the construction of new complex of facilities in the north of Ashgabat, the Head of the State said.
According to adopted plans, the policy of diversification of supplies of energy resources to the world markets is carried out. The projects of construction of the main gas pipeline Turkmenistan – Afghanistan – Pakistan – India as well as other regional projects are implemented , the Head of the state noted.
Further, addressing the members of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov highlighted that the objectives for further development of the country this year have been clearly defined.
The Head of the State noted that visits of foreign government delegations to Turkmenistan are planned. Number of international events and conferences including Caspian Economic Forum as well as the session of the Heads of the countries of the Commonwealth of Independent States have to be held. The President ordered to take necessary measures to organize these important events on high level.
Speaking of the priority of objectives of provision of wealthy life of the nation, the Head of the State noted that construction of new villages has been started in Ahal and Balkan Velayats.
Addressing the Speaker of the Mejlis G. Mammedova, the President requested to organize the ground breaking ceremony of new settlements in Lebap Velayat in June 26, Mary Velayat on June 27 and Dashoguz Velayat on June 28.
In this context, the Vice-premiers and hyakims were ordered to hold the solution of the above-mentioned objectives, realization of the reforms in the structures under their supervision and construction of planned facilities under strict control. At the same time, special attention has to be paid to the construction of residential buildings.
Finishing the video conference session of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished all participants strong health, family wealth and great success in work.
