President Gurbanguly Berdimuhamedov held regular video conference session of the Cabinet of Ministers where current objectives of the state life have been reviewed, the State news agency of Turkmenistan reports.
Having announced the agenda, the President gave floor to Deputy Chairman of the Cabinet of Ministers, Foreign Minister Rashid Meredov who informed about the news that came from the Headquarter of the United Nations Organization.
Turkmenistan was elected to the membership of the Executive Council of the World Food Programme for 2020 – 2022, the UN Population and Development Commission for 2020 – 2024 and the UN Narcotic Drugs Commission for 2020 – 2023 during the session of the UN Economic and Social Council on organizational issues on May 7, 2019.
Having congratulated the Head of the State on this major foreign policy achievement of the country, the Vice-premier, the Head of the Foreign Minister highlighted that this fact is visual indication of recognition and support of the constructive strategy and creative initiatives of President Gurbanguly Berdimuhamedov aimed at the solution of current issues of the present and achievement of the Sustainable Development Goals.
Turkmenistan implements long-term programmes for provision of food security, improvement of health protection and education, protection of health of mother and child, takes efficient measures for assertion of the principles of healthy life style, carries out big work to combat against drugs and prevention of bad habits. At the same time, targeted measures for involvement of Turkmenistan citizens to regular physical training and sport exercises are taken.
Developing strategic partnership with the United Nations, our country actively participates in international efforts for solution of important objectives in these directions in regional and global scales. Seven Representative offices of the UN Specialized Agencies accredited in Turkmenistan makes their contribution to the strengthening of this traditional cooperation. In this aspect, it is necessary to note the fact that the UN Regional Centre for Preventive Diplomacy is located in Ashgabat. At the same time, Representative offices of Turkmenistan work permanently at the United Nations Headquarters in New York, Vienna and Geneva.
For the last 12 years, the Government of our country and specialized UN departments have fulfilled 368 targeted projects in different spheres. At present, Turkmenistan is a member of 10 structural divisions of the United Nations including the ECOSOC, under with it carries out relative activity.
In this regard, President Gurbanguly Berdimuhamedov highlighted that our independent country is committed to the strategy of peace-loving and wide international cooperation where special attention is paid to constructive dialog with the United Nations. Resting of rich experience gain for the past years, this fruitful partnership has received new quality and content.
The fact of election of Turkmenistan to the composition of three above-mentioned structures of the UN is visual indication to this, the Head of the State said, having noted that another success of foreign strategy of the country also indicates its growing authority in the world arena.
After, the Vice-premier, Head of the foreign Ministry reported on the preparation to the XIV Forum of Cultural and Scientific Personnel of the CIS, which is planned on May 15 - 16.
It was mentioned that development of versatile cooperation including humanitarian and cultural contacts with the country members of the Commonwealth of Independent States is one of priority directions of foreign policy of neutral Turkmenistan. All necessary conditions for intensification of these fruitful relations and organization of different events are made.
At present time, proper work for preparation to coming Forum, which will unite representatives of scientific, educational, cultural and art spheres of the Commonwealth countries, is carried out together with the CIS Executive Committee and Interstate Fund of Humanitarian Cooperation. It is planned to adopt relative Resolution by the outcomes of the meeting, which would outline priority vectors of cooperation in these fields as well as in sports and tourism, youth affairs and informational sphere.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the importance of current Forum in the context of enrichment of the content and activation of humanitarian and cultural cooperation of the Commonwealth space, exchange of practice, discussion of new projects and initiatives, strengthening of historical relations of friendship and brotherhood connection the nations of the CIS where Turkmenistan chairs this year.
Speaking of this, the President ordered to provide high organizational level of the Forum, which is to support practical implementation of existing potential of cooperation in this sphere and timely solution of all relative matters.
After, Deputy Chairman of the Cabinet of Ministers G. Myradov reported on the preparation of the Draft State Budget of Turkmenistan for 2020 as well as on the projects of the main directions of social and economic development and investment programme of the country.
It was informed that development of these documents is carried out using the Programme of the President of Turkmenistan of social and economic development of the country in 2019 – 2025. Order and periods of preparation of reports and information by the ministries, departments and administrations have been outlined. Besides, it is planned to develop the guidelines and to hold profile consultations for specialists.
Summing up the report, the President ordered the Vice-premier to hold under control the solution of the objectives set for financial and economic section and banking sector of the country in the context of steadfast implementation of large-scale reforms oriented to further growth of national economy, its digitization, targeted support of private section as well as to the improvement of life level of the nation.
Video conference session was continued by the report of Deputy Chairman of the Cabinet of Ministers M. Meredov who reported on the work in different sections of fuel and energy complex and preparation to X International Turkmenistan Gas Congress in Avaza National tourist zone on May 21 – 22.
The agenda of the Forum includes such subjects as the perspectives of development of the world gas market, role of Turkmenistan – Afghanistan – Pakistan – India gas line in provision of peace and stability in the region, diversification of the routes of export of Turkmen gas, conditions and capabilities made in the country for development of petrochemical industry as well as for the investments.
Special attention will be paid to the subjects related to practical implementation of the initiatives of the President of Turkmenistan in creation of international transport corridors, environment protection and international cooperation in oil and gas sphere.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that Turkmenistan has large reserves of natural gas, which allows it pursuing an active energy policy in several strategic directions.
Major investment projects carried out by our country in creation of multidimensional gas transport infrastructure are very important not only for the economy of the region but also play significant role in strengthening f global energy security. Construction of Central Asia – China gas line as well as the TAPI project, which completions would support the solution of wide range of economic, social and humanitarian issues, is a bright evidence of this.
Plans for further intensive development of gas processing industry, opening of modern facilities making petrochemical production demanded on the world markets open big perspectives for beneficial international cooperation.
Deputy Chairman of the Cabinet of ministers Ch. Purchekov reported on the situation in the structures under his supervision as well as on the work for reduction of seismic risks in seismic active zones of our country.
The Vice-premier reported that the Ministry of Construction and Architecture together with the Academy of science carried out relative activity for provision of safety of social, living, economic and ecological conditions for the population living in the above-mentioned zones, definition and control of the level of seismic threat as well as reduction of the impact of possible earthquakes.
Giving the assignments on the implementation of the Programme of reduction of seismic risks in high seismic zones of Turkmenistan, the President noted the importance of improvement of awareness of the population and strengthening of the potential of relative structures in prevention and mitigation of the impacts caused by earthquakes, development of active international cooperation in this direction.
Deputy Chairman of the Cabinet of Ministers M. Chakiyev reported on the work for production of building material meeting international quality standards from local supply. At the same time, the President of Turkmenistan was informed about the measures for increment of cargo traffic by air transport as well as for service of the vehicles.
It is necessary to enhance the competiveness of local construction industry, to enforce its production, scientific and technical potential, to expand the variety of building materials, which do not yield foreign analogues by its characteristics, to implement efficient management forms, to study and adopt the best world practice, the President highlighted.
The Head of the country stated that modernization of the infrastructure and technical rearmament of national civil aviation, which has an important role in passenger and cargo transportation both in local and international flights, are an integral component of large-scale changes, which are gradually implemented in transport section of Turkmenistan.
Creation of multimodal logistic system covering large industrial centres of the regions of the country and providing the involvement of land, air and water ways in the most favourable combination, which allows increasing the delivery time and improving the process of management of cargo traffic, are aimed at this. In this regard, the Vice-premier received relative assignments.
Having highlighted that modernization of technical base of motor and other modes of transport is the key aspect of the state social and economic policy, the President ordered to provide necessary conditions for service of the population on high level, having given number of assignments to the Vice-premier.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the work for improvement of trade complex and construction of new shops. In particular, it was reported on the preparation of the projects of expansion of trade network in the capital together with the administration of Ashgabat.
The projects were developed taking into account the combination of new facilities with architectural landscape of the city and their location close to the living estates.
Shops for retail sale of wide variety of food and consumer goods will be provided with modern equipment and have high quality service as well as all conditions for satisfaction of growing demand of the population.
Having listened to the report, the Head of the State noted that shopping outlets are the most important components of the infrastructure of any settlement. Therefore, increment of number of shops on the principle of their walking distance for the residents of the city is required for actively developing and growing Turkmen capital.
Reporting on the situation in the spheres under his supervision, Deputy Chairman of the Cabinet of Ministers P. Agamyradov informed about the preparation of traditional ceremony of the Last Bell on occasion of the end of educational year.
The Vice-premier reported on the work for provision of organized rest of children during summer holidays. At present, all children centres are ready for coming holiday season.
The President highlighted that care of prosperity and happiness of growing generation is one of the key priorities of the state policy of Turkmenistan. Having noticed the necessity to provide everything children would have good rest and have good time during summer holidays, the Head of the State gave number of specific assignments to the Vice-premier.
Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on cultural programme of XIV Forum of Cultural and Scientific Personnel of the CIS members, which is to be held in Ashgabat on May 15 – 16.
Number of events, which are to familiarize the guests with the policy in this sphere, to show the beauty and variety, deep roots and modern development of national cultural traditions and heritage is planned under the Forum.
Having highlighted that cooperation in cultural and humanitarian sphere is one of priority vectors for Turkmenistan, President Gurbanguly Berdimuhamedov spoke for the currency of further development of cultural dialog in the CIS.
After, the President of Turkmenistan focused the attention of the Vice-premier on losing of control of the activity of heads of the structure under her supervision, reduction of the rigour with regards to them. Leading personnel of certain departments often violate the order and discipline and admit various negative occurrences, the Head of the State said.
In this regard, the President of Turkmenistan reprimanded Chairman of Turkmen State Publishing Service A. Hudayberdiyev and gave last warning for serious deficiencies admitted in work. Deputy Chairperson of the Cabinet of Ministers B. Abdiyeva has also been reprimanded for loss of control of the activity of subordinates.
After, the floor was given to Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev who reported on the reforms in agriculture and seasonal field works in the region.
Information of preparation to regular session of Interstate Coordination Council for Seed Production of the CIS, which is planned to be held in Ashgabat on May 15 – 16, according to the Concept of chairing of Turkmenistan in the Commonwealth of Independent States, has been presented. The agenda of the session will include wide range of subjects of interstate cooperation in seed production sphere, selection works, viticulture and gardening.
On the same dates, the exhibition hall of Trade and Industrial Chamber will host the exhibition of the achievement of agriculture of Turkmenistan and profile International Scientific conference.
Having listened to the report, the President of Turkmenistan ordered the Vice-premier to take all necessary measures for completion of cotton sowing in optimum period as well as to prepare grain harvesters, transport and other equipment, grain storage for coming wheat harvest season on tie.
The Head of the State highlighted that provision of the farmers with qualitative seeding material is important condition for receiving of good yields. In this context, having noted the importance of coming session of Intergovernmental Coordination Council on seed production of the CIS, President Gurbanguly Berdimuhamedov ordered to provide high organizational level of the forum.
After, the President of the country continued video conference session where Speaker of the Mejlis G. Mammedova has also been invited.
Having signed the Resolution on Composition of the State Budget of Turkmenistan for 2020 and addressed the members of the Government, the President pointed out the necessity to work on the sections of this important document, having focused on social and living component, increment of expenses for salary wages, financing of educational and health protection spheres.
Head of Turkmenistan Gurbanguly Berdimuhamedov sent signed Resolution to Vice-premier G. Myradov by electronic document management system, having ordered to present it to the Cabinet of Ministers for review upon the completion.
Addressing Deputy Chairman of the Cabinet of Ministers Ch. Purchekov, Turkmen leader has stated poor activity of the Ministry of Construction and Architecture, which main objective is to control the quality of relative works in the country.
Having highlighted the measures in this direction, the Head of the State noted that land plots are given to people for construction of houses in the regions. However, nobody controls the course of construction works including number of storeys of the houses and their architectural solution, which leads to incompliance with standards including sanitary requirements.
The haykim of every velayat has a deputy for construction and profile department. Responsible officials have been also assigned for construction in etraps. Speaking of this, the President demanded to analyse the situation and to present the report on the measures for its correction at the next session of the Cabinet of Ministers.
Having focused on coming International Gas Congress, the President ordered Vice-premier G. Myradov to provide high level of this important forum taking into account that our country occupies one of the key positions in this sphere not only in the region but also in the world.
Addressing Deputy Chairman of the Cabinet of Ministers M. Chakiyev and outlined the construction of new airports, development of construction industry, opening of cement and metal plants among the main objectives, the Head of the State ordered to prepare relative proposals to the next session of the Cabinet of Ministers.
Having noted the importance of coming wheat harvest campaign in agricultural sphere, President Gurbanguly Berdimuhamedov ordered Vice-premier E. Orazgeldiyev to elaborate on all subjects related to this responsible season and to prepare thoroughly to it.
After, addressing the members of the Cabinet of Ministers and Turkmen nation, the Head of the State focused that our country was elected to the membership of three main departments of the UN Economic and Social Council (ECOSOC), namely to the Executive Council of the World Food Programme for 2020 – 2022, the UN Population and Development Commission for 2020 – 2024 and the UN Narcotic Drugs Commission for 2020 – 2023 at the session of this Organization on organizational issues.
Election of Turkmenistan to this structures indicates the growth of its authority and recognition of great role of the country in implementation of important objectives of global development.
Turkmen leader highlighted that close versatile cooperation with the United Nations in solution of humanitarian issues is invariable factors for our country for many years. This partnership has proven its efficiency and relevance to our long-term national interests as well as to strategic goals of international community.
Number of specialized UN agencies of humanitarian profile works permanently in Turkmenistan. At present time, we actively cooperate with the United Nations is solution of the subjects of food security, population and combat against drugs, President Gurbanguly Berdimuhamedov said.
Provision of food security and improvement of nutrition in national, regional and global scale are priority directions of international activity of our state. In this regard, Turkmenistan also proposed the initiative to call High-level Food Forum under the UN aegis. Big success in provision of food security, improvement of nutrition of the population of our country, enhancement of food products with necessary medical supplements has been reached.
Rich practice of Turkmenistan, which is marked with significant achievements, was recognized all over the world. As a member of the Executive Council of the World Food Programme, our country is willing to share this practice with all interested states and organizations.
Making an actual input to the solution of the subjects of the population, Turkmenistan implements number of important programmes in the sphere of reproductive health. Speaking of this, the Head of the State has focused on the implementation of the projects on the state and regional levels, which are aimed at the provision of optimum conditions for the implementation of demographic policy and protection of maternity and childhood.
At the same time, President Gurbanguly Berdimuhamedov highlighted that Turkmenistan continues uncompromised combat against drugs, takes practical measures against their illegal trafficking successfully implementing national programmes in this direction.
Having congratulated all compatriots on remarkable event – the election of our country to the composition of three above-mentioned UN structures, the Head of the state ordered the Vice-premier R. Meredov to organize the briefing as well as to make working plan of participation of Turkmenistan in their activity.
